ZOA is seeking a Manager of Operations (MoO) to oversee the effective and efficient management of country-level operational functions, including Finance, HR, IT, Logistics, Administration and Security.

🎯 ROLE OVERVIEW

The Manager of Operations will be a key member of the Country Management Team and Local Crisis Team, providing strategic and operational leadership across the organization’s support functions.

The position has a particularly strong Finance responsibility, while also overseeing HR, logistics, IT, administration and security.

💰 FINANCE — 50%

Key responsibilities include:

  • Contributing to the Country Strategy and Annual Plan.
  • Preparing annual budgets and financial sections of plans.
  • Preparing donor financial reports in line with donor agreements.
  • Managing monthly salary allocations and support-cost allocations.
  • Preparing monthly, quarterly and annual financial reports.
  • Preparing country annual accounts.
  • Monitoring compliance with donor, government and internal financial requirements.
  • Supporting budget development for funding proposals.
  • Managing financial audits and implementing audit recommendations.
  • Managing indirect-cost allocations to projects.

🤝 PARTNER FINANCIAL MANAGEMENT

The role will also strengthen the financial capacity and accountability of partner organizations through:

  • Financial training, coaching and mentoring.
  • Strengthening partners’ financial systems and internal controls.
  • Supporting budgeting and financial risk management.
  • Reviewing partner budgets, forecasts and financial reports.
  • Conducting financial monitoring visits.
  • Participating in partner assessments and financial due diligence.
  • Supporting partners to address audit findings.
  • Monitoring compliance with donor and statutory requirements.

💻 LOGISTICS & IT — 20%

  • Implement ZOA’s IT policies and procedures.
  • Ensure availability, continuity and security of IT facilities.
  • Implement logistical policies and procedures.
  • Monitor compliance with logistics standards.
  • Evaluate and improve logistical processes.

🗂️ ADMINISTRATION — 15%

  • Maintain country policies and procedures covering Finance, HR, Security, Logistics and Procurement.
  • Maintain the country administrative manual.
  • Monitor compliance with administrative procedures.
  • Provide support on Finance, HR, Procurement, Security and Logistics processes.

👥 HR — 5%

  • Implement ZOA HR policies within the local context.
  • Monitor HR compliance with internal, donor and government requirements.
  • Support HR components of funding proposals.
  • Supervise staff recruitment processes.
  • Oversee annual and mid-year staff evaluations.
  • Ensure employment conditions comply with Nigerian law.
  • Promote gender-sensitive staffing and policies.

🛡️ SECURITY — 10%

The Manager of Operations will support the Country Director/Country Representative with:

  • Implementation of ZOA security rules.
  • Development and review of Local Security Plans.
  • Staff security briefings and training.
  • Security incident follow-up.
  • Inter-agency security networking where required.
  • Other security responsibilities delegated by the Country Director.

👔 LEADERSHIP & MANAGEMENT

The successful candidate will:

  • Serve on the Country Management Team.
  • Participate in the Local Crisis Team.
  • Lead staff reporting to the Manager of Operations.
  • Supervise and conduct performance appraisals.
  • Line-manage country-office administration staff across HR, Logistics, Finance and IT.
  • Supervise the technical performance of field-based Finance Officers.

🎓 REQUIREMENTS

Education & Experience

  • Bachelor’s degree in Financial Management, Accounting/Auditing or a related field.
  • Knowledge of Human Resources.
  • Knowledge of ZOA finance practices is required.
  • Cross-cultural experience in a development setting is preferred.
  • Strong understanding of financial management, compliance and operational systems.
