The 2027 Horizon Fellowship is now accepting applications from talented professionals, researchers, students and emerging-technology experts who want to transition into impactful careers in technology policy and public service.
Hosted by the Horizon Institute for Public Service, the fellowship places participants with government agencies, congressional offices, committees and leading think tanks in Washington, DC.
💰 FELLOWSHIP BENEFITS
Selected fellows may receive:
💵 Junior Fellow: US$78,000 annual base salary
💵 Fellow: US$130,000 annual base salary
💵 Senior Fellow: US$190,000+ annual base salary
Additional benefits include:
- US$17,000 benefits-equivalent stipend
- US$3,000 professional development stipend
- Up to US$3,000 relocation support for eligible fellows moving to Washington, DC

🌍 LOCATION
📍 Washington, DC, USA
The initial training phase is conducted remotely, after which fellows relocate to Washington, DC for their placements.
⏳ FELLOWSHIP DURATION
Junior Fellow: 6 months
Fellow: 12 months
Senior Fellow: 12 months, with potential renewal

Applicants can demonstrate expertise through academic coursework, professional experience, independent research, technical projects, publications, policy writing, industry experience or self-directed learning.
🎓 FELLOWSHIP LEVELS
1️⃣ Junior Fellow
Suitable for current students, recent graduates and early-career professionals with generally less than 3 years of full-time experience.
Junior Fellows are placed exclusively with think tanks.
2️⃣ Fellow
Generally intended for applicants with:
- 3+ years of relevant professional experience, OR
- A relevant PhD
3️⃣ Senior Fellow
Designed for experienced professionals with approximately:
- 12+ years of professional experience
- Significant leadership experience
- Experience advising senior decision-makers
- Strong management capabilities

Applicants can choose from three main tracks:

Previous fellows have reportedly worked with organizations including the U.S. Department of Commerce, U.S. Department of State, DARPA, Senate Commerce Committee, House Select Committee on the CCP, Foundation for American Innovation and Carnegie Endowment for International Peace.

PHASE 1 — TRAINING

PHASE 2 — MATCHING

Fellows receive:

PHASE 3 — PLACEMENT

Fellows begin full-time work with their host organization and contribute directly to technology-policy initiatives.
