🏥 ABOUT THE PROJECT

The Regional Pandemic Preparedness Programme (RPPP) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ on behalf of the Economic Community of West African States (ECOWAS).

The programme supports ECOWAS Member States in strengthening their capacity to prevent, detect, and respond to public health threats.

Through collaboration with the ECOWAS Regional Centre for Surveillance and Disease Control (RCSDC), the West African Health Organisation (WAHO), National Public Health Institutes, and other regional partners, the programme supports implementation of the International Health Regulations (IHR 2005), promotes the One Health approach, and strengthens digital surveillance systems.

The Nigeria component includes the Team Europe Initiative on Digital Health: Strengthening Digital Surveillance for Primary Healthcare (SDS PHC), co-financed by the European Union and BMZ.

The project aims to strengthen digital outbreak surveillance at the primary healthcare level by integrating event-based surveillance into routine health systems. It is designed to support earlier detection of public health threats, improve timely alerts, and strengthen preparedness and response capabilities.

💼 ROLE SUMMARY

The Technical Advisor will support the implementation of national and state-level digital health surveillance interventions in close collaboration with the Nigeria Centre for Disease Control and Prevention (NCDC) and other relevant stakeholders.

The role will involve technical advisory support, programme implementation, stakeholder coordination, monitoring, knowledge management, digital health systems support, and capacity building.

🔧 KEY RESPONSIBILITIES

1. Programme Implementation & Technical Advisory

The successful candidate will:

• Provide technical support for implementation of the project at the national level in collaboration with NCDC.
• Support the operationalisation of SDS PHC activities in line with national digital health and disease surveillance strategies.
• Facilitate the development of technical and operational plans and ensure alignment with project objectives and timelines.
• Provide technical guidance to state implementation teams.
• Promote consistent application of national standards, protocols, and technical requirements.
• Contribute to the development, review, and implementation of strategic and operational documents.
• Support the development of SOPs, roadmaps, implementation guidelines, sustainability frameworks, capacity-building plans, and other technical tools.
• Identify technical risks and implementation challenges and recommend appropriate mitigation measures.
• Contribute technical input to project planning, reporting, and implementation processes.
• Provide technical support during software deployment, upgrades, configuration, and troubleshooting.
• Support quality assurance across participating states.

🤝 2. Stakeholder Engagement & Coordination

The Technical Advisor will support coordination among government institutions, development partners, technical teams, and implementing organisations.

Responsibilities will include:

• Supporting the establishment and effective functioning of the technical committee responsible for SDS PHC implementation.
• Coordinating with relevant national institutions and government departments.
• Supporting engagement with the Federal Ministry of Health and Social Welfare, development partners, and implementing organisations.
• Participating in national technical working groups, coordination meetings, and stakeholder forums.
• Providing technical advice on SORMAS implementation and optimisation.
• Strengthening collaboration between national and subnational stakeholders.
• Supporting coordination between software developers, technical partners, and government counterparts.

📊 3. Monitoring, Evaluation & Knowledge Management

The successful candidate will:

• Monitor technical implementation against agreed indicators, milestones, and timelines.
• Review implementation data to assess system performance, data quality, and user adoption.
• Support the development and refinement of technical monitoring tools and reporting mechanisms.
• Analyse implementation data and provide recommendations for improving project performance.
• Participate in technical reviews, assessments, and supportive supervision activities.
• Document and follow up on technical recommendations arising from monitoring activities.
• Contribute technical content to project reports and donor reporting requirements.

🔬 4. Additional Responsibilities

The Technical Advisor will also:

• Stay informed about emerging digital health technologies and disease surveillance systems.
• Monitor relevant national policies, developments, and actors within Nigeria’s digital health ecosystem.
• Support cross-component collaboration within RPPP, including regional surveillance and One Health initiatives.
• Contribute to communities of practice and knowledge-sharing activities.
• Support proposal development and technical planning for future scale-up activities.
• Provide technical mentorship to State Technical Advisors.
• Perform other duties assigned by the Head of Programme.

🎓 REQUIRED QUALIFICATIONS

Applicants should possess an advanced university degree, such as an:

• Master of Public Health (MPH)
• Master of Science (MSc)
• PhD

The degree should preferably be in:

📚 Public Health
📚 Epidemiology
📚 Biostatistics
📚 Digital Health
📚 Health Policy and Planning
📚 A related discipline

Candidates should also have familiarity with SORMAS, DHIS 2.0, and other systems within Nigeria’s National Digital Health Architecture.

💼 PROFESSIONAL EXPERIENCE

Applicants should have:

✅ At least 9 years of relevant professional experience in public health, digital surveillance, cross-sectoral health programming, or health security.

✅ Experience related to outbreak detection and response.

✅ Experience working with or for international health institutions and/or national governments.

✅ Familiarity with surveillance systems and Nigeria’s digital health ecosystem.

✅ Demonstrated experience developing and operationalising national-level health or digital health initiatives.

Experience working directly with or closely alongside NCDC, State Ministries of Health, or Public Health Emergency Operations Centres will be an advantage.

Experience in pandemic preparedness and International Health Regulations (IHR) core capacities will also be considered an asset.
