Position Summary

The Operations Officer will provide comprehensive operational support to program activities, ensuring efficient and compliant delivery of humanitarian assistance. Based in Damaturu, the role supports operations across field locations while working closely with the Operations Manager and collaborating with finance, logistics, and program teams.

The officer will play a key role in procurement, administration, logistics, asset management, fleet coordination, and warehouse operations, ensuring that all processes meet organizational and donor standards.

Key Responsibilities

1. Procurement & Supply Chain

  • Implement procurement processes in line with Mercy Corps policies and donor regulations
  • Support staff in preparing clear purchase requests and documentation
  • Collect vendor quotations and ensure fair, transparent bidding processes
  • Conduct regular market surveys and supplier evaluations
  • Maintain procurement records and ensure proper documentation
  • Monitor vendor payments and follow up on pending transactions

2. Asset & Inventory Management

  • Support asset tracking, tagging, and inventory control
  • Conduct periodic asset verification and ensure proper maintenance
  • Report damaged or missing equipment to management
  • Maintain accurate inventory records for office and field assets

3. Fleet & Logistics

  • Support fleet management operations, including vehicle tracking and maintenance
  • Step in to support logistics roles when required
  • Ensure compliance with fleet management policies

4. Administration

  • Maintain office filing systems and manage correspondence
  • Support office operations, including supplies, logistics, and guest coordination
  • Manage office consumables and monitor usage
  • Assist with travel logistics, including flight and accommodation bookings

5. Warehousing & Commodity Management

  • Ensure proper storage, tracking, and movement of commodities
  • Maintain warehouse documentation and reporting systems
  • Oversee stock levels and supply pipelines
  • Provide accurate monthly warehouse and inventory reports

6. Field Operations Support

  • Provide operational support to deep field offices (procurement, logistics, admin)
  • Ensure timely delivery of support services to program teams

7. Compliance & Security

  • Ensure adherence to organizational policies and donor requirements
  • Promote safe working environments and compliance with security procedures

Requirements

Education

  • Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or related field

Experience

  • Minimum of 3–5 years of experience in operations, procurement, logistics, or supply chain
  • Experience working with NGOs or donor-funded programs is highly preferred
  • Experience in complex or humanitarian settings is an advantage

Skills & Competencies

  • Strong analytical, organizational, and negotiation skills
  • Excellent communication and interpersonal abilities
  • Ability to manage multiple tasks and meet deadlines
  • Strong attention to detail and compliance standards
  • Ability to work effectively in diverse and high-pressure environments

Technical Skills

  • Proficiency in Microsoft Office applications
  • Knowledge of logistics and procurement systems
  • Familiarity with donor regulations (e.g., USAID) is an advantage

Language

  • Fluency in written and spoken English required

Reporting Line

  • Reports To: Operations Manager
  • Works With: MEL, Programs, Finance, Operations teams
