In Nigeria, JSI is implementing the Routine Immunization Project, which aims to strengthen routine immunization programmes and address barriers preventing zero-dose and under-immunized children from accessing life-saving vaccines and other essential health services.
The project provides technical assistance across 9 states, with a strong focus on improving equitable immunization coverage.
ABOUT THE ROLE
JSI Nigeria is seeking a short-term consultant to support Advocacy, Communication and Social Mobilization (ACSM) activities in Kano State.
The State ACSM Officer will support advocacy, demand generation and community mobilisation activities while ensuring alignment with the project’s operational framework.
KEY RESPONSIBILITIES
ADVOCACY AND STAKEHOLDER ENGAGEMENT
- Lead state-level advocacy engagements with government agencies, traditional institutions and community structures.
- Build and maintain partnerships with influential state actors, professional associations and community accountability structures.
- Support the mapping and engagement of community linkage and accountability structures.
- Support the identification and documentation of programme success stories and progress.
DEMAND GENERATION AND COMMUNITY MOBILIZATION
- Lead community mobilisation activities at the last mile to strengthen outreach vaccination teams.
- Support the pretesting, collation and deployment of community mobilisation messages in local languages.
- Promote gender-sensitive messaging that empowers mothers while engaging fathers and male community leaders.
- Use infographics to simplify immunization messages for caregivers.
- Train and mentor mobilizers on community mobilisation, interpersonal communication and male engagement.
OPERATIONAL RELIABILITY
- Support outreach planning, particularly in hard-to-reach and insecure areas.
- Ensure timely reconciliation of community mobilisation reports and data.
- Monitor mobilizer performance and address or escalate emerging challenges.
MONITORING AND REPORTING
- Support the collection and collation of community mobilisation data.
- Provide weekly updates to the JSI Senior ACSM Advisor on outreach activities, caregiver feedback and trust-building efforts.
- Use dashboards and infographics to communicate data effectively to stakeholders.
EXPECTED DELIVERABLES
The consultant will be expected to deliver:
- Detailed mapping of community linkage structures and accountability platforms in Kano State.
- Weekly reports and updates on advocacy and mobilisation activities.
- Weekly deployment of state-approved community mobilisation messages.
- Activity-based reports within 5 working days after implementation.
- Monthly reconciliation of community mobilisation data.
- Documentation of caregiver engagement and trust-building outcomes.
- Human-interest stories, success stories and case studies.
QUALIFICATIONS AND EXPERIENCE
Applicants should have:
- A Bachelor’s degree in Public Health, Social Sciences, Communication or a related field.
- A Master’s degree is an added advantage.
- Minimum of 8 years of experience in advocacy, social mobilisation or community health programmes.
- Strong communication skills in Hausa and English, with native-level Hausa preferred.
- Residency in Kano State and deep familiarity with the local terrain, communities and culture.
- Proven ability to work effectively with grassroots structures.
- Strong interpersonal communication and stakeholder engagement skills.
- Experience in strategic communication and capacity building.
- Competence in digital communication tools used for community mobilisation.
- Ability to work effectively in hard-to-reach environments and coordinate with diverse stakeholders.
ASSIGNMENT DURATION
6 months, with the possibility of extension based on performance and programme needs.
