The International Rescue Committee (IRC), a globally recognized humanitarian organization founded in 1933, is currently recruiting for the position of Health Officer in Ngala, Borno State. IRC operates in over 40 countries, delivering life-saving assistance and long-term support to individuals affected by conflict and disasters. In Nigeria, the organization continues to provide critical health and protection services to displaced and vulnerable populations.
Job Overview
The Health Officer will report to the Health Manager and play a key role in strengthening the quality of healthcare services across IRC-supported facilities in Borno State. The position involves supporting program implementation, supervising frontline health workers, and ensuring effective service delivery in primary healthcare settings, particularly in fragile and conflict-affected communities.
Key Responsibilities
Program Implementation and Service Delivery:
The Health Officer will ensure the provision of essential lifesaving health and sexual and reproductive health (SRH) services across supported sites. This includes rotating across facilities to provide direct services, ensuring adequate supply of drugs and medical commodities, and maintaining proper documentation for reporting and audit purposes. The role also involves enforcing infection prevention and control (IPC) standards and supporting efficient drug distribution systems.
Staff Supervision and Capacity Building:
The role requires supervising incentive health workers, community mobilizers, and other frontline staff. The officer will conduct training sessions, provide on-the-job coaching, and support continuous medical education (CME) initiatives. Additionally, the position involves overseeing staff performance, supporting recruitment processes, and ensuring timely administrative reporting such as timesheets.
Monitoring, Reporting, and Coordination:
The Health Officer will be responsible for timely submission of weekly and monthly reports, tracking program performance, and supporting data documentation with the M&E team. The role also requires active participation in program reviews, coordination meetings, and collaboration with internal teams and external stakeholders including local health authorities and community structures.
Community Engagement and Health Promotion:
The officer will lead community engagement activities, including risk communication and community-based surveillance for disease outbreaks. The role also supports behavior change communication strategies (SBCC) and strengthens community demand for health services.
Qualifications and Requirements
Applicants must hold a Degree in Nursing Science with a valid practicing license from the Nursing and Midwifery Council of Nigeria. Candidates should have experience supervising health staff at the primary healthcare level and working with displaced or vulnerable populations.
Strong experience in training, capacity building, and SRHR-related services such as family planning, antenatal/postnatal care, and emergency obstetric care is highly desirable. Proficiency in Microsoft Office tools, excellent interpersonal skills, and the ability to work in challenging environments are essential.
