About the Assignment

Terre des Hommes Netherlands is seeking a consultant or agency to conduct a scoping study on Online Child Sexual Exploitation (OCSE) in Nigeria.

This work supports the SCROL 2.0 (Safe Minds Online) programme, which focuses on:

  • Child protection in digital spaces
  • Mental health and trauma-informed care
  • Preventing online exploitation

Objective of the Study

The consultancy aims to:

  • Assess the prevalence and nature of OCSE in Nigeria
  • Identify risk factors (mental health, caregiving environments, digital exposure)
  • Analyze the policy and institutional landscape
  • Map key stakeholders & potential partners
  • Identify programmatic gaps and intervention opportunities

Key Deliverables

You will produce a final report (max. 30 pages) including:

1. 📊 Context Analysis

  • Social, legal, and institutional overview
  • Digital risks and vulnerabilities
  • Mental health & caregiving dynamics

2. 🗺️ Stakeholder Mapping

  • CSOs, government agencies, tech companies
  • Partnership recommendations

3. 💡 Strategic Recommendations

  • Program design inputs for SCROL 2.0 pilot
  • Identification of hotspots & priority regions
  • Gap analysis (prevention vs response)

4. 🧪 Methodology & Data Package

  • Interview transcripts & raw data
  • Ethical child participation documentation

Who Should Apply

Ideal candidates should have:

  • Strong experience in qualitative & participatory research
  • Expertise in child protection & OCSE
  • Knowledge of mental health / MHPSS systems (advantage)
  • Experience working in Nigeria (preferred)
  • Ability to conduct ethical research with children
  • Fluency in English + local languages
