JOB SUMMARY
The MEAL Officer will be responsible for developing, implementing, and coordinating ARISE’s Monitoring, Evaluation, Accountability, and Learning systems across its projects and programmes.
The role will support data-driven decision-making, accountability to beneficiaries and donors, organizational learning, programme improvement, and MEAL capacity building for programme staff and partners.
The successful candidate will work closely with the MEAL team, programme teams, partners, and other relevant stakeholders.
KEY RESPONSIBILITIES
M&E SYSTEMS DESIGN AND STRATEGY
- Review and design robust Monitoring and Evaluation frameworks.
- Develop and review logical frameworks and indicator reference sheets.
- Develop and revise data collection tools to improve efficiency and relevance.
- Support the integration of M&E systems into programme workplans and strategic plans.
TECHNICAL OVERSIGHT AND ASSESSMENTS
- Lead and coordinate baseline, midline, and end-line assessments.
- Oversee data quality assurance processes, including Data Quality Assessments DQAs and validation activities.
- Review and update electronic personnel attendance records, staff registers, and field monitoring tools.
- Support the implementation of effective data collection, verification, and reporting systems.
CAPACITY BUILDING AND TECHNICAL SUPPORT
- Facilitate capacity-building sessions for staff and partners on data collection, management, and analysis.
- Provide technical support to programme teams on MEAL processes and tools.
- Support partners and sub-recipients in establishing and strengthening their internal M&E systems.
DATA ANALYSIS, LEARNING AND USE
- Analyze programme data and generate actionable insights for programme improvement.
- Compile analytical reports, including end-of-cycle, quarterly, and donor narrative reports.
- Maintain and update M&E dashboards, Management Information Systems MIS, and performance frameworks.
- Develop case studies, success stories, and other knowledge products.
- Support organizational learning and dissemination of programme findings.
STAKEHOLDER ENGAGEMENT AND REPRESENTATION
- Participate in key stakeholder meetings, including EoC review sessions, SMC-ITN integration reviews, surveys, and other relevant forums.
- Coordinate with sub-recipients, partners, and relevant authorities on M&E deliverables.
- Represent ARISE at monitoring, evaluation, accountability, and learning forums when required.
QUALIFICATIONS AND REQUIREMENTS
- Bachelor’s Degree in Statistics, Information Technology, Computer Science, Surveying and Geoinformatics, or another relevant field.
- Strong analytical and data management skills.
- Proficiency in data analysis software such as Microsoft Excel, SPSS, or other statistical software.
- Excellent communication and presentation skills.
- Ability to interpret data and translate findings into useful programme insights.
- Ability to work collaboratively with programme teams, partners, and other stakeholders.
- Passion for making a positive impact and contributing to organizational growth.
