- PROJECT ENGINEER
LOCATION: JAKUSKO, YOBE STATE

JOB SUMMARY
The Project Infrastructure/Structural Engineer will coordinate construction and civil works under CDHI’s WFP-supported Integrated Food System and Resilience Project in Jakusko LGA.
The position will ensure technical quality, structural integrity, safety and compliance in the development of climate-resilient community infrastructure.
KEY RESPONSIBILITIES
Conduct site selection and topographical, geological and environmental assessments.
Provide technical supervision and quality control for civil and infrastructure works, including deep boreholes, solar-powered pumping systems, water storage and harvesting structures.
Supervise construction of climate-resilient grain warehouses, post-harvest hubs, market stalls, poultry pens, fishponds and solar farm fencing.
Support construction of agro-processing centres and vocational training centres.
Supervise rehabilitation of schools and Primary Health Care facilities.
Oversee construction vendors and Cash-for-Work community labourers.
Develop simple safety training materials covering hazards, PPE, safe lifting and emergency procedures.
Ensure warehouses and hubs meet appropriate standards for accessibility, ventilation, flooring, temperature control, pest prevention, lighting and security.
Coordinate with the local government Ministry of Works, WFP logistics sector, water resources and WASH actors and Project Management Committees.
QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree in Civil Engineering, Agricultural Engineering, Water Resources Engineering, Structural Engineering or a related field.
4 to 6 years of practical civil or agricultural engineering experience.
At least 2 to 3 years of direct experience supervising rural infrastructure, community asset creation or disaster recovery projects within an NGO or humanitarian setting.
Active registration with COREN or an equivalent recognised engineering body is highly desirable.
Proficiency in AutoCAD or similar CAD software, structural modelling tools, GIS mapping software and Microsoft Office.
Experience managing construction activities and community labour schemes in fragile, resource-constrained or conflict-affected environments.
Experience in Northeast Nigeria is preferred.
Strong technical quality control and structural assessment skills.
Knowledge of climate-resilient engineering, water management and solar energy applications.
Knowledge of humanitarian standards, including SPHERE.

JOB SUMMARY
The Protection/CRM Officer will lead the integration of humanitarian protection principles, safe programming and accountability systems under CDHI’s WFP-supported Integrated Food System and Resilience Project.
The officer will ensure project activities are safe, inclusive, transparent and responsive to community needs.
KEY RESPONSIBILITIES
Conduct continuous protection and safety risk assessments across project sites.
Identify and mitigate risks relating to violence, exploitation, exclusion and community tension.
Establish and manage safe, accessible and confidential Complaints and Response Mechanisms.
Operate suggestion boxes, dedicated hotlines and field-level help desks appropriate to the local context.
Log, classify, investigate and refer complaints and feedback in line with CDHI and WFP procedures.
Ensure timely responses and appropriate closure of feedback cases.
Map GBV and protection service providers in Yobe State.
Establish survivor-centred referral pathways.
Train staff and volunteers on safe and confidential handling of protection disclosures.
Monitor beneficiary targeting to promote equitable access and non-discrimination.
Support safe working conditions at Cash-for-Work sites.
Conduct protection, child safeguarding, human rights and CRM training.
Maintain confidential CRM databases and analyse feedback trends.
Prepare monthly protection and accountability reports.
QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree or HND in Protection/Human Rights, International Law, Social Work, Psychology, Sociology, Development Studies or a closely related field.
3 to 5 years of professional experience in protection, accountability/CRM, GBV risk mitigation or human rights interventions.
Experience within humanitarian or resilience programmes in Northeast Nigeria is required.
Strong knowledge of Protection Mainstreaming, Do-No-Harm principles, IASC guidelines, Child Protection standards and survivor-centred GBV approaches.
Knowledge of WFP Accountability to Affected Populations AAP frameworks.
Experience establishing rural feedback systems and engaging traditional leaders and vulnerable groups.
Professional fluency in English and Hausa.
Knowledge of additional local languages spoken in Yobe State is highly desirable.
Strong database management, data protection and analytical reporting skills using tools such as Excel or KoboToolbox.
Strong facilitation, mediation and advocacy skills.
Ability to work independently while maintaining strict confidentiality.
PREVENTION OF SEXUAL EXPLOITATION AND ABUSE PSEA
The Protection/CRM Officer will serve as the field-level technical lead for enforcing CDHI and WFP zero-tolerance policies on sexual exploitation, abuse and harassment.
The officer will support community PSEA awareness, maintain safe reporting channels and ensure sensitive cases are escalated confidentially through appropriate organisational channels.

Both positions require strict adherence to humanitarian principles, SPHERE standards, protection principles, accountability standards, anti-corruption policies, conflict-sensitive programming and gender-inclusive practices.
