ABOUT THE CONSULTANCY

The consultancy will support UNICEF in assessing the maturity of Nigeria’s administrative data landscape across selected social sectors at national and subnational levels.

The assignment will apply the Administrative Data Maturity Model, known as AdaMM, to assess existing administrative data systems and identify opportunities for strengthening data governance, standards, architecture, interoperability and the use of people centred data.

The assessment will focus on lifecycle data relating to children, with particular attention to equity relevant disaggregation.

KEY AREAS

The consultancy will engage with federal institutions and selected states across areas including health information systems, education information systems, social protection registries, civil registration and vital statistics, and cross cutting national platforms and registries.

The consultant will assess issues relating to data governance, standards, privacy, security, architecture and interoperability.

QUALIFICATIONS

Applicants should possess an advanced university degree at Master’s level or higher in Information Science, Informatics, Management Information Systems, Data Governance and Policy, Monitoring Evaluation and Learning, Business Information Systems or another closely related field.

PROFESSIONAL EXPERIENCE

Applicants must have at least 8 years of relevant professional experience working on data systems strengthening and assessments.

Relevant experience working with a National Bureau of Statistics or other government agencies is particularly important.

Candidates should also have experience leading and facilitating workshops, consultations and stakeholder dialogues related to data systems.

TECHNICAL SKILLS

Applicants should demonstrate experience assessing administrative data systems and applying maturity models, preferably AdaMM or comparable models.

Strong expertise in data governance, privacy and security is required.

Candidates should have knowledge of sectoral information systems covering areas such as health, education, social protection and civil registration and vital statistics.

Strong facilitation skills and experience managing multi stakeholder dialogue, capacity building and co design processes with government institutions are required.

LANGUAGE

Excellent English communication and writing skills are required.

DESIRABLE EXPERIENCE

Previous experience working with UNICEF or another United Nations agency is an advantage.
