USP is seeking a Program Manager, RSS/LSS to manage technical assistance, capacity-building projects, events, and thought-leadership initiatives across its Global Health and Manufacturing Solutions portfolios in West and Central Africa.
The role will work closely with USP headquarters, regional teams, consultants, donors, government institutions, and other partners to ensure high-quality and timely programme implementation.
KEY RESPONSIBILITIES
The Program Manager will:
- Support the design and implementation of assigned public health and technical programme activities.
- Develop workplans, implementation plans, activity monitoring matrices, performance monitoring plans, and progress reports.
- Coordinate cross-functional teams involving technical, M&E, finance, field, and other staff.
- Manage project timelines, deliverables, quality control, scope, and budgets.
- Develop scopes of work and manage consultants, vendors, and sub-awardees in compliance with donor and USP requirements.
- Ensure timely collection and documentation of M&E data.
- Prepare high-quality project reports and other materials for internal and external audiences.
- Identify and resolve implementation risks, delays, and other project challenges.
- Develop briefing documents, success stories, case studies, presentations, and related communications.
- Support project budget development and monitor expenditures and financial projections.
- Establish and maintain relationships with donors, government institutions, and key partners.
- Represent USP at relevant stakeholder meetings and engagements.
- Maintain proper project records in line with USP and donor policies.
QUALIFICATIONS
Applicants should have:
- Bachelor’s Degree in Pharmaceutical Sciences, Public Health, or a related field.
- Minimum of 5 years of progressive experience managing public health programmes in low and middle-income countries in Africa.
- Experience working with senior officials from funding agencies, international organisations, private foundations, and Ministries of Health.
DESIRED QUALIFICATIONS AND EXPERIENCE
A Master’s Degree in Pharmaceutical Sciences, Public Health, or a related field is preferred.
Experience with international NGOs and national disease programmes in low and middle-income countries is strongly preferred.
Applicants should ideally have:
- Strong understanding of medicine regulatory systems in low and middle-income countries.
- Ability to participate in regulatory, laboratory, and manufacturing technical discussions.
- Experience working with donor requirements, including US Government, World Bank, European Union, and Gates Foundation requirements.
- Strong project management and organisational skills.
- Demonstrated ability to deliver results while managing multiple priorities.
- Excellent interpersonal and communication skills.
- Experience working effectively in cross-cultural environments.
- Strong ethical standards and professional integrity.
- Ability to travel domestically and internationally.
- PMP or CAPM certification is an advantage.
- Fluency in French is an advantage.
TRAVEL
The position requires approximately 15 percent to 20 percent travel, including domestic and international travel.
SUPERVISORY RESPONSIBILITIES
None. This is an individual contributor position.
