Malaria Consortium is recruiting a Public Health Specialist to support malaria programming, emerging public health priorities, health systems strengthening, research, surveillance, and technical programme delivery in Nigeria.

JOB PURPOSE

The Public Health Specialist will work closely with the Senior Country Technical Coordinator to provide technical support across malaria programmes and priority public health issues, including non-communicable diseases, nutrition, immunization, gender, governance, private-sector engagement, and subnational tailoring.

The role will also contribute to monitoring and evaluation, knowledge management, internal capacity building, research, data management, epidemiological activities, and technical reporting.

KEY RESPONSIBILITIES

1. Provide technical support to selected Malaria Consortium Nigeria projects, ensuring the use of global best practices in programme design and implementation.
2. Lead strategic initiatives related to health systems strengthening, immunization, private-sector engagement, nutrition, and health planning.
3. Support planning of field activities and development of standard operating procedures.
4. Support disease surveillance systems, epidemiological studies, surveys, rapid assessments, and routine data collection.
5. Work with the MEL team on health-related surveillance and data systems.
6. Collaborate with government health authorities and malaria programmes at national and subnational levels.
7. Contribute to operational research, knowledge management, learning activities, and technical publications.
8. Identify programme efficiency gaps and support innovative digital solutions.
9. Support technical quality assurance and capacity building for technical staff.
10. Participate in cross-learning forums, technical meetings, programme reviews, and technical assistance planning.
11. Support project managers with consultancy and donor reports.
12. Contribute to manuscripts, learning briefs, documentation, publications, and dissemination of project findings at national and international forums.

QUALIFICATIONS AND EXPERIENCE

1. Postgraduate degree in Public Health with a focus on Epidemiology, Biostatistics, or Demography, in addition to a medical degree.
2. Minimum of 12 years of postgraduate working experience in public health.
3. Extensive experience in designing, implementing, monitoring, reviewing, documenting, reporting, and disseminating public health interventions.
4. Mid-level management experience in planning and implementing large-scale health projects in Nigeria or sub-Saharan Africa.
5. Experience managing donor grants or contracts, such as Gates Foundation, FCDO, GFATM, or USAID/PMI.
6. Extensive experience in malaria programming, particularly subnational tailoring.
7. Substantial experience in maternal and child health programmes, community health delivery, immunization, nutrition, private-sector engagement, and malaria planning.
8. Extensive research design and implementation experience.
9. Excellent writing, presentation, communication, and problem-solving skills.
10. Full professional proficiency in English.

TECHNICAL SKILLS

1. Strong knowledge of communicable disease control and child health.
2. Good technical knowledge of malaria control.
3. Strong programme management skills and ability to deliver quality projects on time and within budget.
4. Knowledge of organisational and donor compliance requirements.
5. Ability to manage multiple priorities and tight deadlines.
6. Expert use of data analysis and geospatial mapping software, including STATA, R, SPSS, QGIS, or similar tools.
7. Familiarity with DHIS2.
8. Strong data management skills.
9. Excellent knowledge of Microsoft Office, particularly Word and Excel.
10. Ability to establish effective working relationships across different functions and cultures.
11. Proactive, results-oriented, independent, and collaborative approach.

DESIRABLE

Experience working closely with national and subnational government ministries, departments, and agencies, including Ministries of Health, Primary Health Care Development Agencies/Boards, and National Malaria Elimination Programmes.

Experience writing manuscripts for peer-reviewed journals is also desirable.
