MEAL Officer (National Position)

📍 Location: Bama, Borno State (with field visits & travel to Maiduguri)

🕒 Employment Type: Full-time (40 hours/week)

🌍 About the Role

The MEAL (Monitoring, Evaluation, Accountability & Learning) Officer will play a critical role in strengthening project performance by designing and implementing robust MEAL systems. You will work closely with project teams, partners, and stakeholders to ensure data-driven decision-making, accountability, and continuous learning across programmes.

🔑 Key Responsibilities

📊 Monitoring

  • Design and implement MEAL frameworks, tools, and systems
  • Develop MEAL plans, indicator tracking tables, and data collection tools
  • Support data collection, analysis, and reporting across projects
  • Strengthen use of technology (e.g., Kobo, ODK) for data processes
  • Conduct data quality audits and ensure high-quality reporting
  • Facilitate MEAL capacity-building for staff and partners

📈 Evaluation

  • Support development of ToRs for evaluations and assessments
  • Coordinate internal and external project evaluations
  • Review and contribute to evaluation reports
  • Serve as key MEAL focal point for project support

🗣️ Accountability

  • Manage Feedback, Complaints & Response Mechanisms (FCRM)
  • Ensure compliance with Core Humanitarian Standards (CHS)
  • Promote community participation and feedback systems
  • Track, document, and analyze complaints for programme improvement
  • Uphold safeguarding and “Do No Harm” principles

📚 Learning

  • Develop project learning agendas and research questions
  • Document success stories, lessons learned, and best practices
  • Organize learning workshops and knowledge-sharing sessions
  • Promote data use for adaptive programming and improved impact

🤝 Coordination

  • Collaborate with government agencies, NGOs, UN partners, and stakeholders
  • Lead MEAL discussions, reporting sessions, and joint monitoring activities

🎓 Requirements

  • Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or related field
  • Postgraduate qualification in M&E (advantage)
  • Minimum 3 years’ experience in MEAL systems (NGO/humanitarian context)
  • Experience in Food Security, Livelihoods, or WASH programmes
  • Proficiency in tools like Kobo Collect, ODK, CommCare
  • Strong data analysis skills (SPSS, STATA, etc.)
  • Experience training teams and conducting participatory assessments
  • Knowledge of local context; familiarity with donors like WFP is a plus
  • Strong communication and facilitation skills
  • Knowledge of Hausa or Kanuri is an added advantage
