ABOUT THE ROLE

The Sokoto Field Office WASH Programme supports a Government-led WASH sector through evidence generation, advocacy, capacity building, innovation, improved access to WASH services, sanitation improvement, open defecation elimination, and emergency WASH response across Sokoto, Zamfara, and Kebbi States.

The State WASH Facilitator will provide technical support for the planning, implementation, monitoring, and reporting of integrated WASH interventions in Zamfara State.

The role will contribute to open defecation free results in Maru and Kaura Namoda, Cholera OBR activities, humanitarian WASH response, and Climate Resilient WASH interventions.

The facilitator will also support capacity building for LGA WASH Department staff across the 14 LGAs of Zamfara State.

The UNICEF Sokoto Field Office WASH Officer will provide direct supervision, technical guidance, oversight, performance management, and contract management support.

KEY RESPONSIBILITIES

1. Provide technical support to Zamfara RUWASSA and the 14 LGA WASH Departments on planning, implementation, monitoring, and reporting of WASH interventions in communities and institutions, including schools, healthcare facilities, and public places.
2. Provide oversight and technical support for procurement processes, contract management, direct supervision, and certification of water and sanitation infrastructure rehabilitation, upgrading, and construction.
3. Promote safe, durable, and climate-resilient WASH infrastructure.
4. Support the state-wide campaign to end open defecation and improve sanitation.
5. Guide state, LGA, and ward-level actors in implementing ODF campaigns in selected LGAs.
6. Support market-based sanitation activities, sanitation voucher funding, safely managed sanitation initiatives, and public-private partnership arrangements.
7. Support investments by Toilet Business Owners and other private-sector sanitation actors.
8. Liaise with state and LGA WASH institutions on planning, review, coordination, and reporting of WASH interventions.
9. Coordinate with relevant government and non-governmental actors to support achievement and sustainability of programme results.
10. Support WASH partners in preparing activity proposals based on government micro plans.
11. Support timely implementation and reporting in line with HACT guidelines.
12. Provide capacity building for sustainable operation and maintenance of WASH facilities.
13. Support service professionalization, functional LAM systems, LGA VLOM units, and strengthening of spare-parts supply systems.
14. Support the Public Private Community Partnership initiative.
15. Provide technical support to the Ministry of Humanitarian Affairs, RUWASSA, SEMA, and Ministry of Health for emergency preparedness and time-sensitive response.
16. Support state and LGA WASH departments in operationalizing WASHIMS and related sector databases for planning and decision-making.
17. Support documentation of learning products, including best practices, human-interest stories, and case studies.

KEY DELIVERABLES

1. Monthly work plan submitted on or before the 25th of every month for supervisor review and clearance.
2. Monthly technical reports, trip reports, and reimbursable computations submitted on or before the 28th of every month.
3. Two ODF LGAs validated by NTGS.
4. 500 communities achieving ODF status before the contract ends on 31 March 2027.
5. Functional and sustainable operation and maintenance systems for WASH facilities in FCDO and CERF-supported LGAs and facilities.
6. Functional FSM SMEs and Toilet Business Owners supporting safely managed sanitation initiatives.
7. More than 500 improved toilets produced during the period under review.
8. Active WASH coordination platforms for WASH in institutions and humanitarian coordination in the state.
9. Weekly emergency updates covering needs, responses, gaps, finances, supplies, and the emergency supplies matrix.
10. WASH facilities provided in 5 HCFs/OTPs and 5 high-SAM-burden communities according to required standards and specifications.
11. Documentation of how WASH services contribute to SAM reduction.
12. At least one knowledge product per quarter, such as a human-interest story or case study.

QUALIFICATIONS AND REQUIREMENTS

1. University degree, HND, or equivalent qualification in Civil Engineering, Environmental Engineering, Geology, Hydrogeology, Water Resources Engineering, Building, Architecture, Public Health, Development Studies, or another relevant field.
2. Master’s degree is an added advantage.
3. Minimum of 5 years of relevant experience in programme planning, implementation, and monitoring within the WASH sector.
4. Good written and verbal communication skills in English.
5. Knowledge of Hausa is an added advantage.
6. Demonstrated ability to work effectively with people and maintain professional relationships.
7. Strong planning and organizational skills.
8. Demonstrated ability to apply technical expertise to WASH programming.
9. Strong commitment to achieving programme results.
