ABOUT THE PROGRAMME
Evidence Action, in partnership with relevant government stakeholders and the Abdul Latif Jameel Poverty Action Lab (J-PAL), is implementing an Immunization Demand Generation Pilot Programme to test evidence-based approaches for increasing childhood immunisation uptake and completion.
The pilot is planned for implementation in Nasarawa and Oyo States from approximately October 2026 to September 2027, initially covering five LGAs per state. Final LGAs, wards, and participating health facilities will be confirmed in consultation with the respective State Governments.
The programme will test three key demand-generation approaches:
- Digital reminders through SMS and/or voice messages to caregivers.
- Community ambassadors who share vaccination information through their social networks.
- Targeted incentives, including transport support and, in selected areas, integration of Small-Quantity Lipid-Based Nutrient Supplements (SQ-LNS) with immunisation services.
ABOUT THE ROLE
The Program Manager will provide overall coordination, technical direction, and delivery oversight for the IDG pilot across Nasarawa and Oyo States.
Based in Evidence Action’s Abuja Country Office, the successful candidate will be responsible for programme quality and progress, government and stakeholder engagement, and coordination between Evidence Action, State Coordinators, government partners, and technical partners.
The role will directly supervise two State Coordinators.
KEY RESPONSIBILITIES
- PROGRAMME MANAGEMENT
Lead coordination of the IDG pilot across both states.
Provide technical direction for adaptation and implementation of the intervention package.
Develop and maintain programme guidance, SOPs, tools, and implementation materials.
Support government stakeholders in finalising participating LGAs, wards, and health facilities.
Coordinate with technical partners, including J-PAL, on implementation, monitoring, learning, and evaluation.
Supervise, mentor, and manage the two State Coordinators.
Identify and escalate programme risks, challenges, and resource needs.
- DIGITAL REMINDERS
Oversee implementation of the digital reminder component across both states.
Guide processes for collecting and processing caregiver information.
Provide technical direction on reminder content, timing, language, and delivery methods.
Support health facilities and LGA structures to identify eligible children and transmit information for the reminder system.
- COMMUNITY AMBASSADORS
Oversee the design and implementation of the community ambassador component.
Guide the nomination, selection, recruitment, and engagement of ambassadors.
Work with government, LGA, and facility structures to identify suitable community members.
Coordinate the development of approved vaccine-related information and messaging.
- TARGETED INCENTIVES
Oversee implementation of targeted incentives in eligible areas.
Coordinate transport-related support for eligible caregivers where applicable.
Support the integration of SQ-LNS distribution with immunisation services where included in the pilot design.
- CAPACITY BUILDING
Coordinate orientation and training for State, LGA, and health facility personnel involved in implementation.
Support the use of existing government immunisation training materials and standards.
Provide additional technical guidance where required.
- MONITORING, LEARNING AND EVALUATION
Oversee monitoring, learning, and evaluation activities.
Review implementation data to identify challenges and inform corrective actions.
Consolidate and share programme findings and implementation learning with State Governments.
- GOVERNMENT AND STAKEHOLDER ENGAGEMENT
Represent Evidence Action at relevant national, State, and LGA coordination meetings.
Maintain regular communication with designated government focal persons.
Serve as the primary escalation point for government and stakeholder relationships across Nasarawa and Oyo States.
QUALIFICATIONS AND REQUIREMENTS
- Bachelor’s degree in Public Health, Social Sciences, Development Studies, or a related field.
- Master’s degree such as an MPH is an advantage.
- 5–7 years of experience managing public health or social/behaviour change programmes in Nigeria.
- Experience in immunisation, maternal and child health, nutrition, or related programmes is desirable.
- Demonstrated experience supervising field-based staff across multiple locations.
- Experience working with Ministries of Health and State/LGA health structures in Nigeria.
- Experience in programme monitoring, learning, and evaluation.
- Ability to use programme data to inform implementation decisions.
- Experience working with research partners on pilots, RCTs, or other evaluation designs is an advantage.
