ABOUT SARMAAN II

The Safety and Antimicrobial Resistance of Mass Administration of Azithromycin among Children 1-59 Months in Nigeria SARMAAN II Project is a large-scale initiative evaluating the safety and impact of azithromycin mass drug administration on antimicrobial resistance and child mortality.

The project is implemented across 10 states: Sokoto, Kano, Katsina, Kebbi, Kaduna, Jigawa, Zamfara, Bauchi, Gombe and Adamawa.

Malaria Consortium directly implements the intervention in Kaduna, Kebbi, Jigawa, Gombe and Adamawa, while providing oversight to partner implementation in other states.

The intervention involves bi-annual mass administration of azithromycin to eligible children aged 1-59 months, with the project targeting at least 80 percent coverage during MDA rounds.

OBJECTIVE OF THE CONSULTANCY

Malaria Consortium is seeking two qualified M&E Consultants, one each for Adamawa and Gombe States, to provide technical support during the 2026 AZM MDA campaigns.

The consultants will support micro planning, digital data collection, data validation, analysis, reporting, geospatial analytics, supportive supervision and learning activities.

KEY RESPONSIBILITIES

1. MONITORING AND EVALUATION

Manage information gathering for results, performance reports, briefings and presentations.

Ensure quality data collection and management before, during and after MDA rounds.

Coordinate documentation and proper archiving of state-level project performance.

Support State Programme Managers to develop monitoring plans for quantitative and qualitative indicators.

Maintain a high-quality project database in line with Malaria Consortium standards.

Monitor project performance against targets and prepare periodic M&E reports.

Support learning-to-action events and reflection sessions.

2. DATA VALIDATION AND REPORTING

Analyse and clean treatment, stock and other relevant datasets.

Track and reconcile daily digital submissions from CDDs, HFWs and LGA teams.

Conduct field validation, spot checks and data triangulation.

Identify and troubleshoot data-quality challenges.

Collaborate with the Country M&E, Digital Health and State teams to resolve data errors.

Produce summary reports, dashboards and trend analyses.

Ensure accurate population-based coverage and programme reporting.

3. COORDINATION AND CAPACITY BUILDING

Support training of supervisors and health facility workers on data collection tools.

Provide technical mentoring to LGA-level staff on data entry and digital tools.

Participate in state-level review and data validation meetings.

Coordinate with State Programme Managers, Programme Officers and Field Assistants.

4. DIGITAL DATA AND FIELD SUPPORT

Support deployment and use of Kobo-based data collection tools.

Work with digital platforms including Kobo and Digit HCM.

Track activity attendance digitally.

Conduct facility visits and supportive supervision.

Validate treatment, logistics and other programme data.

M&E contribution to End-of-Round EoR reports.

QUALIFICATIONS AND REQUIREMENTS

1. Degree in Public Health, Development Studies, Statistics, Data Science or a related field.
2. Minimum of 5 years of experience in M&E roles, preferably involving malaria campaigns.
3. Proficiency in KoboToolbox, QGIS, Excel and Power BI.
4. Strong understanding of Nigeria’s public health systems and campaign structures.
5. Strong data analysis, coordination and reporting skills.
6. Excellent written and verbal communication skills.
7. Fluency in English and Hausa.
8. Fluency in other relevant local languages is an added advantage.
9. Ability to work independently and coordinate effectively with state and LGA teams.
10. Availability for the full consultancy period.

IMPORTANT ELIGIBILITY CONDITION

Applicants must not be government staff and must not be involved in MDA-AZM activities at any level or within any State Ministry of Health SMoH at the time of the consultancy.

SUPPORT PROVIDED

The consultant will be allocated a laptop by Malaria Consortium and provided access to internet, reporting tools and relevant digital platforms and supervision systems.

REPORTING

The consultant will report directly to the respective State Programme Manager, with functional reporting to the M&E Manager or designated representative.

The consultant must comply with Malaria Consortium safeguarding, ethics and data protection policies.
