WHO WE ARE

The International Committee of the Red Cross (ICRC) operates globally to deliver humanitarian protection and assistance to individuals impacted by armed conflict and violence. We respond to urgent crises and simultaneously promote adherence to international humanitarian law. As a neutral and independent organization, our work is rooted in the 1949 Geneva Conventions. We collaborate with National Red Cross and Red Crescent Societies and their International Federation to coordinate effective, timely, and unified humanitarian responses to crises. The ICRC leads and coordinates global operations in these challenging situations.

THE ROLE

Under the supervision of the Protection of Family Links (PFL) Team Leader based in Mubi, the PFL Field Officer is responsible for implementing, overseeing, and monitoring PFL activities in their designated area. Key duties involve supporting families searching for missing relatives, managing tracing requests, assisting unaccompanied minors, and participating in needs assessments. The officer will work closely with Nigerian Red Cross Society (NRCS) volunteers—offering mentorship and training to strengthen local capacity—and liaise with other ICRC units, community stakeholders, and relevant authorities. The role also entails representing the ICRC in interactions with beneficiaries and external entities.

KEY RESPONSIBILITIES

  • Analyze and synthesize key information relevant to the implementation of PFL activities.
  • Handle the full PFL case process within the assigned region, including prioritizing tasks, maintaining regular contact with enquirers and unaccompanied minors, and facilitating communications such as Red Cross messages or phone calls.
  • Guide, mentor, and monitor NRCS volunteers in managing PFL cases, ensuring quality and consistency in their work.
  • Support and occasionally facilitate training sessions for NRCS RFL volunteers and other key community groups.
  • Assist in processing administrative and logistical tasks such as compiling and verifying volunteer incentives.
  • Maintain regular contact with affected families, understand their needs, and follow up on their requests.
  • Help implement support measures for families of missing persons, including psychosocial accompaniment and other assistance.
  • Contribute to the mapping of local services and referral mechanisms for individuals affected by conflict.
  • Represent the PFL program at internal and external meetings as needed, and strengthen collaboration between ICRC departments.
  • Integrate findings from PFL cases with broader Protection data to ensure a comprehensive understanding of protection needs in the region.
  • Participate in broader Protection activities when appropriate to promote synergy across programs.

QUALIFICATIONS AND EXPERIENCE

  • A Bachelor’s degree in law, social sciences, humanitarian studies, or a related field.
  • At least 3 to 5 years of experience, preferably in humanitarian protection work.
  • Fluency in English and Hausa is required. Proficiency in Kanuri is a strong advantage.
  • Proficient in Microsoft Office (Word, Outlook, PowerPoint) and experienced in using case management systems.
  • Familiarity with the cultural, social, and economic conditions of North-East Nigeria.
  • A solid understanding of the local context in Adamawa and Southern Borno is an asset.
