Purpose/objective of the position:

The Protection Information Management (PIM) Specialist will be responsible for leading and updating a PowerBI dashboard, data cleaning, and data analysis process for protection programming, including case management, community-based protection, and psychosocial support, data collected in Northwest and Northeast. She/he will also lead the process of coordination with DRC partners, Protection TL, MHPSS Specialist, CBP specialist (if needed in the future), GBV/CM Specialist on how to set up safe platforms for PSS/CM to ensure compliance with data protection and create regular dashboards. He/She will liaise with the MEAL team and be efficient in putting graphs/powerBI and use of DEEP and have some knowledge of GIS to produce maps to illustrate protection reports while taking into consideration the PIM principles.

Duties and Responsibilities:
Under the supervision of the Country Protection Manager, the holder of this position shall perform the following duties:

The position will support the Country Protection Manager, Protection TLs and Specialists in ensuring quantitative and qualitative data analysis for each subcomponent of DRC and will be responsible for the design, implementation, and management of protection program-related data collection and information management systems. The position will play a key role in contributing to and supporting protection programming and advocacy through streamlining the collection, analysis, and sharing of information following professional standards for PIM. This work will further contribute to improved, evidence-based programming across the mission and the wider humanitarian response by improving the production and analysis quality of PIM products, including protection reports and rapid protection assessment snapshots (if needed) to be shared internally and externally with key stakeholders. This position will ensure proper protection information management. The PIM Specialist is responsible for collecting, storing and analyzing all data related to Protection operations. This includes all field reports, tasks from authorities and information from local stakeholders, additionally manage and maintain the case management database (e.g., CPIMS+, GBVIMS+, PRIMERO, custom tools) while supporting the development and rollout of digital tools for protection data collection and reporting.

The PIM supports operational decision making by producing easily accessible aggregated data and maps. The PIM specialist will advise and deliver regular training on CBP/CM/MHPSS data protection system to put in place. The PIM Specialist will be conversant in CBP/CM/MHPSS data protection platforms such as prot6/knack platforms and others to advise CM/MHPSS specialists to put a data protection system in place and collaborate with MEAL to efficiently protect all information and ensure safe information management system for the protection teams. He/she needs to have multiple competencies both in terms of protection/information management/MEAL with a protection focus and needs to have strong reporting and summary skills. His level of english and attention to details needs to be impeccable. The PIM Specialist will closely support partners in NW although it will be under the management of the country Protection Manager and under the supervision of the Programme Manager. In the NW, the PIM specialist will be more focused on setting up data protection/dashboard and training local partners and doing a lot of capacity building training additionally, working closely with JIPS on preparing tools/questionnaires for data collection, working closely with the CBP TL (or specialist) in preparing some shorts reports.

The PIM specialist to ensure that the JIPS questionnaires and tools contain protection-related questions for the profiling exercise to gather relevant data for the EU-SPADS project for the NW. To provide technical assistance on protection issues to JIPS team members additionally he/she will also advise and help in verification of data reporting and set up of kobo tools and training enumerators for the protection analysis/legal analysis and other analysis relevant to this project, and all stakeholders relevant to the project. To conduct protection-focused data analysis to identify trends, patterns, and gaps in protection services peculiar to the NW context and ensure that protection concerns are documented in all aspects of the profiling exercise to inform protection response. And to provide recommendations for protection programming based on profiling findings for the EU-SPADS project.

The PIM Specialist needs to verify carefully each PIM dashboards and know how to verify information collected for the whole projects and use some of those information for overall analysis of the context while ensuring respect for confidentiality/disidentifying, encrypting data/ensuring protection information management standards are upheld and work closely with the CBP TL his position will contribute to the development of quality internal/external reports for protection advocacy and provide relevant protection data, insight and analysis in a careful and sensitive manner.

Ensure that DRC data protection policies are shared, understood and uphold by all partners’staff involved in the project management in compliance with the highest standards of privacy and confidentiality, additionally he/she needs the protection manager and the MEAL manager to update the draft of data protection SOPs and ensure to develop verification lists so everyone complies to it.

Generic Duties:

Lead on updating and rolling out of new Power BI dashboard based on newly developed data collection toolset.
The PIM specialist will need to have strong reporting skills and be proficient in managing Power BI and performing data verification. He/she should have a solid knowledge of Kobo tools, including how to adapt tools to them and fix any errors that occur.
The PIM specialist will work with the PSNE on activity info and set up a PIM system in the Northwest for DRC, as well as for local partners, including dashboards for data management.
He or she will review partners’ data and additionally draft analyses that include graphs and explanations. Therefore, a background in protection analysis is essential.
Supporting quality graphs/analysis/maps of the DRC protection reports for DRC Nigeria but also of any other PIM products
Generate regular dashboards, analytical reports, and visualizations on protection needs (CM/ C4P/MHPSS/GBV) and caseloads.
Maintain regular and positive collaboration with colleagues to enhance synergies and ensure that intervention between the different project components is harmonized and that protection is mainstreamed into the other sectors of intervention.
Participate in the recruitment of project staff, provide objective feedback with regards to staff performance (evaluate performance and deliverables against job descriptions), expectations and areas for growth and professional development, to the recruiting manager.
Support Protection Manager, PSS/CBP-TL (NE) and programme manager (NW) to identify capacity building needs of protection staff by assessing their knowledge and skills and accordingly providing learning opportunities through training, workshops and/or simulation exercises; ensure continuous on the job coaching and mentoring.
Support the Protection Manager in developing and/or updating protection tools and training material in order to meet the project’s requirements.
Contribute to the development of quality internal/external reports and project proposals, providing relevant protection data, insight and analysis.
Train and support protection staff on data entry, system use, and IM best practices.
Ensure that DRC data protection policies are shared, understood and upheld by all staff in compliance with the highest standards of privacy and confidentiality.
Establish and maintain collaborative relationships with relevant partners and other project stakeholders working in the project areas.
Proactively participate in relevant coordination meetings, as requested by the Protection Manager and the Project Coordinator for both ECHO and the EU projects.
Ensuring to use tools and existing dashboards and analysis, review protection partners’ reports to ensure they can be shared in a professional way, ensuring proper use of HH surveys questionnaires, ensuring to make suggestions to Protection Manager on questions to add.
Other duties as assigned by the Protection Manager and/or Programme co.

Education and professional experience:

Minimum of five years’ practical experience in research or information management/analysis, working for INGOs in humanitarian settings.
Excellent knowledge of research/data collection and experience in using the Protection Analytical Framework and strong reporting skills
Ability to interpret, analyze, and synthesize information in a fast-paced environment with a protection lens.
Demonstrable experience producing quality protection reports under tight deadlines using both qualitative and quantitative research methodologies.
Demonstrable experience using and developing relevant questionnaires
Strong interpersonal skills including the ability to work collaboratively in a multi-cultural environment as well as independently.
Excellent organizational and research skills, ability to prioritize, and attention to details, being detailed oriented and ensuring excellent reporting analysis skills is key for this position.
Use of DEEP or/and other POWERBI and other AI tools will be ideal for this position and a minimum understanding of dashboards is necessary and protection information management
Proven understanding of PIM and management of sensitive data and ensuring knowledge management/information management practical tools is necessary
How to use sensitive data in a sensitive manner as per data protection principles /PIM of different subsectors for advocacy purposes is necessary.
