Network of People Living with HIV and AIDS in Nigeria (NEPWHAN) was established in 1998 as a non-governmental Organization to serve as a collective voice of PLHIV in the Country. The Organization is registered with Corporate Affairs Commission (CAC) in Nigeria in September 2004.
We are recruiting to fill the position below:
Job Title: State Program and Monitoring & Evaluation Officer
Locations: Anambra and Benue
Reports to: Project Coordinator, THRIVE Grant
Contract Type: Part-time (Stipend-based)
Duration: September 2025 – June 2026.
Background
- The THRIVE Project, funded by UNITAID and implemented through AFROCAB and the THRIVE Consortium, aims to advance advocacy, influence policy, and implement community-led interventions that strengthen responses to Advanced HIV Disease (AHD) at both national and community levels. In Nigeria, NEPWHAN serves as the national implementing partner, driving communityled monitoring (CLM), advocacy, and community systems strengthening to improve the quality and accessibility of HIV and AHD services.
- The State Program and M&E Officer provides technical, coordination, and analytical leadership for project implementation at the state level. This role ensures that all activities are effectively planned, tracked, reported, and aligned with THRIVE’s strategic objectives.
- Purpose of the Role The State Program and M&E Officer will coordinate programmatic activities and oversee monitoring, evaluation, and reporting (MER) functions within the state.
- The Officer ensures that data from community-led interventions, facility engagements, and advocacy actions are systematically collected, analyzed, and used to inform evidence-based decision-making and advocacy.
Key Responsibilities
Program Coordination:
- Lead planning and execution of all state-level project activities in alignment with the THRIVE Grant workplan.
- Support coordination of Community Advocates and ensure activity quality, timely reporting, and accountability.
- Facilitate linkages between community and facility actors to strengthen AHD service delivery and community feedback loops.
- Coordinate logistics, documentation, and communication for all field activities, meetings, and review sessions.
- Represent NEPWHAN and the THRIVE project at state-level coordination forums, stakeholder meetings, and technical working groups. Monitoring, Evaluation, and Learning (MEL)
- Develop and maintain state-level M&E systems for effective data collection and reporting.
- Track indicators on AHD service delivery, community feedback, and advocacy outcomes using NEPWHAN-approved tools.
- Conduct data verification, quality checks, and ensure timely submission of accurate reports to the National Program Team. Analyze monitoring data to generate insights for adaptive programming and advocacy.
- Support documentation of success stories, case studies, and human-interest stories to showcase project impact.
- Train and mentor Community Advocates on M&E tools, data entry, and reporting standards. Advocacy and Accountability
- Engage community stakeholders, PLHIV networks, and partners to strengthen accountability mechanisms for HIV/AHD services.
- Support the escalation of identified service delivery gaps and coordinate advocacy follow-up actions at the state level. Administrative and Compliance
- Maintain comprehensive documentation of all project activities, reports, and correspondence.
- Ensure compliance with NEPWHAN’s financial, operational, and safeguarding policies, including PSEAH.
- Contribute to budget tracking, activity forecasting, and cost-efficiency measures.
Required Qualifications
- Bachelor’s degree in Public Health, Social Sciences, Statistics, Monitoring & Evaluation, or related field.
- Minimum of 3 years of experience in HIV programming, M&E, or community systems strengthening.
- Demonstrated knowledge of community-led monitoring (CLM) frameworks and HIV/AIDS programming in Nigeria.
- Strong analytical and reporting skills, with proficiency in Microsoft Excel, Power BI, or DHIS2.
- Proven ability to coordinate field activities and manage multi-stakeholder engagement.
- Excellent written and verbal communication skills.
- Ability to work independently, meet deadlines, and handle multiple tasks in a dynamic environment.
- Level of Effort and Remuneration Level of Effort: 40% (part-time engagement).
Monthly Allowance
N156,000 (Sept–Dec 2025), N100,000 (Jan–June 2026).
