Médecins Sans Frontières is a private, not-for-profit international humanitarian organization dedicated to providing medical assistance to populations in distress, without discrimination and regardless of race, religion, creed or political affiliation.
MSF has been active in Katsina since February 2021 after carrying an exploratory mission that end up with an opening of the project.
Currently, MSF is running an ITFC (Inpatient Therapeutic Feeding Centre) in Katsina in the Kofar Sauri PHCC and 4 ATFC (Ambulatory Therapeutic Feeding Centre) including three in Jibia LGA (Magama, Daddara, Riko,) and one in Katsina City (Kofar Marusa). In addition, MSF is supporting a food distribution intervention in Mashi LGA to address critical nutritional needs among vulnerable populations.

The French Section of Médecins Sans Frontières is recruiting for its Mashi project in Katsina:
Position: HEALTH PROMOTER COMMUNITY ENGAGEMENT SUPERVISOR – Mashi

MAIN PURPOSE

With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and procedures.

JOB DESCRIPTION

• HPCE strategy, activities and monitoring:
• Actively contributes to the design/adaptation of the HPCE strategy / workplan.
• Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
• Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
• Organizing health awareness sessions for MSF’s medical and non-medical staff
• Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
• Contribute to rapid assessments and surveys.
• Actively support in the systematic collection, encoding and reporting of community feedback and rumors.
• Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
• Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
• Contribute to the community mapping.
• Monitoring: Ensure the availability of the data collection tools; the data encoding in the database and the quality check.
• Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep,).
• Team management:
• Contribute to evaluation of the HP team (with the HPCE manager).
• Contribute to the development plan for the HP team.
• Training: Contribute to the needs assessment, design and implementation of training for the HP team, in collaboration with the HPCE manager.
• Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
• Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
• Ensure the organisation of regular HP team meetings.

MSF Section/Context Specific Accountabilities- Mashi
• Conduct community key actors mapping; identify relevant stakeholders, key actors and relevant authorities for community engagement, collaboration and information dissemination for the MASHI food distribution.
• Be focal point for all community engagement activities; with support of HPCE manager organize meetings at community level with the local authorities; community leaders, village heads, IMANs, pastors, women groups, local NGOs, civil society groups, youth groups and community in Mashi LGA.
• Support in recruitment, training and onboarding of all HPCE staff and other as requires (MSH staff) for food distribution.
• With support of HPCE manager support in training of trainers and ensure proper follow-up and replication of training for teams.
• Support in the preparation of data collection tools for health promotion, safeguarding and key actor mapping.
• Ensure the collection of relevant data and prepare appropriate reports, weekly and monthly and submit to HPCE Manager.
• Develop key messages for safeguarding activities and general social mobilization activities and adapt to local language (Hausa).
• Be focal point for dissemination of safeguarding messages, abuse policies and MSF policies among staff, MSH staff, community, beneficiaries and key actors.
• Together with the HPCE manager, and PC / safeguarding coordinator identify easy and realistic ways and means for the reporting of abuse at the community level link to the food distribution.
• Laise with log and medical team in coordinating the food distribution, movement of appropriate HPCE personnel during the discharge of their duties.
• Supervise the HP officers to ensure proper communication of the key messages at distribution points, in community and to the public.
• Ensure the team and all relevant personnel are aware of the general food distribution activities of MSF is FREE, proper disseminating of key messages, abuse policies, safeguarding and means of reporting abuse.
• Together with the HPCE manager follow-up a tracking method and feedback tracking mechanism for rumours, misinformation and security incident and reports timely to PC. (rumour data base, safeguarding data base or MSF listen platform).
• Support the development of relevant IEC materials for the food distribution
• With support of HPCE manager and MTL organize and implement a post distribution assessment to follow up on the effectiveness of the distribution, the appropriate use of the nutritional product, information dissemination coverage, and challenges and give report for action.

REQUIREMENTS

Education
Desirable: bachelor diploma in social sciences, social work, behavioural sciences, public health, community health, nursing.
Essential: secondary school diploma.

Experience
Essential: At least 2 years’ experience in:
• health promotion
• team management experience
• program implementation.
Experience in qualitative methodology is highly desirable

Knowledge
Basic competencies in word and excel are essential.

Languages
Hausa and English languages essential. Mission language is desirable

REMUNERATION
According to MSF salary scale plus 13th month allowance equivalent to 1 month of gross salary
