This job description (JD)/scope of work (SOW) outlines the services to be provided by the Integrated RMNC Community Health Officer(s) to the Transforming Health and Resilience for Individuals Through Vibrant Empowerment (THRIVE) Project.
Background:
The Transforming Health and Resilience for Individuals Through Vibrant Empowerment (THRIVE) South Project is a 5-year USAID Cooperative Agreement led by the Center for Clinical Care and Clinical Research (CCCRN) in partnership with Project Hope, Heartland Alliance and TA Connect as Sub Recipients. The project commenced on the 9th of December 2024 and is expected to end on the 8th of December 2029. The project is being implemented in sixteen project states of Akwa lbom, Adamawa, Bauchi, Borno, Bayelsa, Cross River, Edo, Jigawa, Kano, Kebbi, Niger, Lagos, Sokoto, Taraba, Yobe and Zamfara States.
The project will work in close partnership with local organizations and collaborate with the coordinating ministry for Orphans and Vulnerable Children (OVC) response, the Ministry of Health and SACA in the 16-project states as well as other line MDAs. The project is designed to enhance the health and wellbeing of children living with HIV and reduce HIV-related risk among uninfected children, adolescents, and young people through multisectoral coordination to provide a suite of social welfare and related services that mitigate the multiple layered vulnerabilities they face and in so doing contribute to sustained HIV epidemic control and resilience.
Project Goal
The project is designed to enhance the health and wellbeing of children living with HIV and reduce HIV-related risk among uninfected children, adolescents, and young people through multisectoral coordination to provide a suite of social welfare and related services that mitigate the multiple layered vulnerabilities they face and in so doing contribute to sustained HIV epidemic control and resilience.
The Integrated RMNCH Community Health Officers will be responsible for integration of MNCH into community health service delivery and facilitate service delivery for wrap round RMNCH+N services at the community level while ensuring a functional nexus with focal health facilities. He/she will also strengthen the capacity of CSOs and CCWs for community MNCH Service delivery: conduct gap analysis, develop improvement plan, conduct training, mentorship, coaching and conduct supportive supervision.
Principal Duties and Responsibilities (Essential Functions):
- Community system strengthening for integration and wrap-around of RMNCH+N, Malaria and nutrition services for OVC and their households
- Facilitate Service delivery for community MNCH services, Integrated nutrition services and seamless harmonization of OVC treatment and social services.
- Engage and strengthen community actors in the design and implementation of interventions leveraging its existing systems/programs to support community participation, mobilization and service delivery, including CLM.
- Leverage on experience to facilitate delivery of integrated health service at the community level.
- Strengthen the capacity of CSO s and CCWs to improve community demand for OVC and RMNCH+N services and facilitate community ownership of programs.
- Strengthen functional bi-directional referrals through the hub and spoke model between community and primary health care facilities
- Improve operational efficiencies of PHC facilities and functionality of WDCs for strong facility community nexus to foster community ownership and improve OVC and RMNCH outcomes.
Job Qualifications
- A bachelor’s in public health or nursing, or any other related field.
- Minimum of 3-5 years working experience in the areas of OVC, RMNCH+N, Nutrition, family planning and community health systems strengthening.
- S/he must be familiar with the OVC, RMNCH+N and Community Health program landscape in Nigeria. Additional qualifications include:
- Experienced Community Nurse or community health professional or any other closely related health care professional; additional qualifications in community Health and other health related courses will be an advantage.
- Demonstrable expertise and experience working with CBO, CSO, and community structures and platforms.
- Strong Interpersonal communication skills necessary for effective community engagement and coordination among organizations within a consortium.
- Strong ability to multi-task and an astute team player will be highly desirable.
- Fluent in English, (written and oral communication) and relevant local language.
Supervision
The Integrated RMNCH Community Health Officer will report directly to CCCRN’ Nutrition Specialist with dotted lines to TAConnect’ Integrated RMNCH Community Health Advisor.
Working Conditions/Duration of Assignment
This is a long-term position for the life of the project contract, based in the respective project states.
