Roadmap for Women and Youth Development (RAWYOD) is a youth-led independent development and humanitarian non-profit organization aimed to protect women, youth and children’s rights.

Job Purpose

  • The ICT Officer is responsible for managing the organization’s information and communications technology infrastructure, with a special focus on digital innovation, including website development and maintenance, mobile application support, and database management.
  • The officer will also provide technical support to staff, ensure data security, and lead digital transformation initiatives that support the organization’s mission and strategic objectives.

Key Responsibilities

ICT Infrastructure and User Support

  • Install, configure, and maintain ICT equipment (computers, printers, routers, servers, etc.).
  • Provide technical support and troubleshooting for hardware, software, internet, and network issues.
  • Maintain a helpdesk system to ensure timely resolution of ICT-related problems.
  • Ensure efficient connectivity, backup systems, and device performance across all offices and field locations.

Website Development and Management

  • Develop, update, and manage the organization’s official website using CMS tools such as WordPress, Joomla, or Drupal.
  • Collaborate with Communications and Programs teams to ensure timely upload of content (news, events, reports, vacancies, etc.).
  • Optimize website performance for accessibility, speed, SEO, and mobile responsiveness.
  • Ensure website security, regular backups, and troubleshooting of bugs or errors.

Mobile Application Development and Maintenance

  • Support the design, development, and rollout of organization-owned mobile applications (for M&E, outreach, or service delivery).
  • Collaborate with program staff to gather requirements and design userfriendly, functional mobile apps.
  • Manage app updates, bug fixes, user feedback, and app store submissions (Google Play Store, Apple App Store).
  • Ensure app security and integration with backend systems or databases.

Database Design and Management

  • Design, maintain, and secure organizational databases (beneficiary databases, monitoring systems, contact lists, etc.).
  • Provide database support for data entry, cleaning, backup, and reporting processes.
  • Train staff on the use of databases and data collection tools such as ODK, KoboToolbox, or DHIS2.
  • Ensure proper access controls and data integrity in all digital repositories.

Cybersecurity and Data Protection

  • Implement IT security protocols to safeguard organizational data and systems.
  • Monitor system vulnerabilities and apply software patches, firewalls, and antivirus updates.
  • Conduct regular data backups, simulate recovery drills, and ensure secure storage.
  • Enforce data privacy policies and compliance with global data protection regulations (e.g., GDPR, NDPR).

System and Application Administration

  • Administer user accounts, email systems (e.g., Office365, Gmail), cloud services, and internal file sharing platforms.
  • Maintain licenses, software inventories, and ensure all systems are up-to-date.
  • Support the integration and deployment of organization-wide systems (e.g., CRM, HRMIS, ERP).

Capacity Building and Documentation

  • Train staff on ICT tools, digital literacy, and cybersecurity best practices.
  • Prepare technical documentation, user manuals, and training guides for digital systems.
  • Develop and implement ICT policies, procedures, and disaster recovery plans.

Strategic ICT Support

  • Contribute to the development and implementation of the organization’s digital transformation and ICT strategy.
  • Stay updated with emerging technologies relevant to program delivery, communication, and digital engagement.
  • Provide technical input in project proposals where ICT components (digital platforms, e-tools) are included.

Qualifications and Experience

  • Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field.
  • Minimum of 3–5 years of progressive experience in ICT support, web and database management, and digital development.
  • Proven experience developing and managing WordPress websites and basic coding (HTML, CSS, JavaScript, PHP).
  • Experience with mobile application development (e.g., Flutter, React Native, Android Studio) is an advantage.
  • Strong command of database platforms like MySQL, PostgreSQL, and data collection tools (KoboToolbox, ODK).
  • Experience working in nonprofit, humanitarian, or development contexts is desirable.

  • Certification in relevant areas (e.g., Cisco CCNA, Microsoft Certified: Azure,
  • Google IT Support, WordPress developer).
  • Familiarity with digital tools used in program M&E, beneficiary registration, and reporting.
  • Understanding of ICT4D (ICT for Development) and digital inclusion principles.
