Job Description

As part of its mandate to strengthen rehabilitation and community-based reintegration, the International Organization for Migration (IOM) is supporting Ministries, Departments, and Agencies (MDAs) and Civil Society Organizations (CSOs) in the BAY (Borno, Adamawa, Yobe) States. Recognizing the critical role of psychosocial well-being in reconciliation and reintegration, IOM seeks to strengthen institutional and community capacities to address mental health and psychosocial support (MHPSS) needs.

The consultancy will focus on designing and implementing capacity-building workshops targeting personnel from selected MDAs and CSOs. These workshops will equip participants with the knowledge and skills to address psychosocial needs, promote emotional resilience, and apply gender-sensitive approaches in supporting the reintegration of former Non-State Armed Group (NSAG) associates and advancing community reconciliation.

This initiative will be implemented in close collaboration with the Office of the National Security Adviser (ONSA) and builds on prior CSO engagement, leveraging existing networks to enhance local capacity for sustainable, inclusive reintegration efforts.

Objectives

The primary objectives of this consultancy are to:

  • Design and deliver comprehensive workshops on MHPSS approaches for reintegration and reconciliation processes.
  • Equip personnel from MDAs and CSOs with practical skills to identify and respond to psychosocial needs, promote emotional resilience, and apply gender-sensitive methods in their reintegration efforts.
  • Strengthen institutional and community capacities to provide psychosocial support within the broader DDRR and reconciliation framework.

Responsibilities

Under the direct supervision of the DDRR Project Manager and in coordination with the IOM MHPSS Officer, National Officer and ONSA, the consultant will:

Training Design

  • Develop a tailored training curriculum on MHPSS for reintegration and reconciliation, incorporating gender-sensitive and culturally appropriate approaches.
  • Prepare workshop materials, including training modules, slides, case studies, and pre- and post-assessment tools.
  • Integrate strategies for building emotional resilience, community support mechanisms, and referral pathways.

Training Delivery

  • Deliver three workshops in Borno, Adamawa, and Yobe States for selected personnel from MDAs and CSOs.
  • Use interactive approaches, including role plays, group discussions, and practical exercises to enhance learning.
  • Facilitate knowledge exchange between MDAs and CSOs to strengthen collaboration.

Evaluation and Reporting

  • Conduct pre- and post-training assessments to measure knowledge and skills gained by participants.
  • Submit a comprehensive training report, including participant feedback, assessment outcomes, lessons learned, and recommendations for further capacity building.

DELIVERABLES

  • 1st Deliverable, Desk Review and Training Design: Within the first three weeks, submit a MHPSS training curriculum and materials, including slides, and assessment tools, developed and validated with the project team.
  • 2nd Deliverable: By mid-second month, successfully deliver three three-day training workshops in Borno, Adamawa, and Yobe States with participation from relevant MDAs and CSOs.
  • 3rd Deliverable: By the end of the consultancy, submit a detailed training report capturing outcomes, list of attendants with contact details, participant feedback, recommendations, and next steps for strengthening local MHPSS capacities.

PERFORMANCE INDICATORS FOR THE EVALUATION OF RESULTS:

The consultant’s performance will be evaluated based on:

  • Quality and Relevance of Materials: Appropriateness, clarity, and practicality of the MHPSS curriculum and tools.
  • Effectiveness of Training Delivery: Engagement, knowledge transfer, and facilitation skills.
  • Timeliness of Deliverables: Adherence to timelines for workshop delivery and reporting.
  • Feedback from Participants: Improvement in participants’ knowledge and confidence to apply MHPSS in reintegration and reconciliation.

DURATION AND TIMEFRAME

The consultancy is expected to be completed within two (2) Months.

THE CONSULTANT WILL BE RESPONSIBLE FOR:

  • All the deliverables as set out in the ToR.
  • Booking local flights to the BAY state.
  • Payment of hotels and other personal daily subsistence.

Qualifications

EDUCATION, EXPERIENCE AND/OR SKILLS REQUIRED 

  • A university degree in Psychology, Psychiatry, Social Work, Mental Health, or related field; advanced degree preferred.
  • Minimum of five years’ experience in MHPSS programming, capacity building, or psychosocial support delivery, preferably in conflict-affected or humanitarian settings.
  • Proven experience in gender-sensitive programming and community-based psychosocial support.
  • Familiarity with DDRR processes and reintegration efforts in Northeast Nigeria is a strong advantage.
  • Experience working with government institutions (MDAs) and civil society organizations.
  • Strong facilitation, communication, and report-writing skills.
  • Ability to adapt MHPSS interventions to diverse cultural and social contexts.
  • Demonstrated experience in managing complex programs that involve multiple stakeholders and partners.
  • Other desirable qualifications include:
    • Relevant working experience in the Northeastern region is an advantage.
    • Strong analytical and problem-solving skills.

Travel required

  • The consultant will be required to travel to Borno, Adamawa, and Yobe States as part of workshop delivery
