Job Summary
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will support the planning, monitoring, evaluation, and learning components of DEC’s programs. This includes collecting, managing, and analyzing data to improve project outcomes. The MEAL Officer will work closely with implementing partners, community members, and relevant government stakeholders to track project progress and ensure accountability mechanisms are in place.
Key Responsibilities
Monitoring
- Track core program indicators; conduct meta-analysis and share results monthly/quarterly.
- Ensure use of standard data collection and analysis tools.
- Provide technical support and ensure availability of reporting tools.
- Conduct routine field monitoring and evaluation visits.
- Work with program/operations teams to evaluate program activities.
Evaluation
- Support report preparation and maintain MEAL activity records.
- Participate in MEAL strategy implementation and tool utilization.
- Assist in design and execution of baseline surveys, mid-terms, and final evaluations.
- Support annual reviews and data analysis for program improvement.
Accountability
- Implement feedback, complaints, and response mechanisms (digital and conventional).
- Act as the focal point for beneficiary feedback.
Learning & Knowledge Management
- Support implementation of MEAL and knowledge management systems.
- Assist with development and maintenance of MIS and other IT-based systems.
- Provide technical assistance on data quality, integrity, and reporting.
Additional Responsibilities
- Perform other duties as assigned by DEC management.
- Flexibility to carry out additional tasks within skill and experience level.
Qualifications and Experience
Education
- Bachelor’s Degree / HND in Social Sciences (Management, Economics, Development Studies, Sociology) or any relevant field.
Experience
- Minimum 3+ years of experience in planning, monitoring, and evaluation within NGO/development settings.
- At least 2 years working with community-based organizations and implementing partners.
- Strong computer skills including proficiency in Kobo, ODK, Survey CTO, SPSS.
- Excellent communication skills in English (knowledge of Hausa is an added advantage).
- Proven ability to work with diverse cultures and sensitive content.
Core Competencies
- Experience with strategic planning, needs assessment, and logical frameworks.
- Strong M&E skills using both quantitative and qualitative methods.
- Demonstrated ability to train and build M&E capacity.
- Technical expertise in data validation and quality assurance.
- Facilitation and report writing skills.
