Job Description: Data Enumerator
Position Title: Data Enumerator
Location: Northern Nigeria (Kano, Katsina, Jigawa, Sokoto, Borno, Zamfara )
Duration: [5 weeks]
Reports To: Field Supervisor and Project Coordinator

*Job Purpose*
The Data Enumerator will be responsible for collecting data on public education financing in primary and secondary schools across Nigeria.

This will involve conducting Education Public Expenditure Tracking Surveys (EPETs) and Key Informant Interviews (KIIs) with stakeholders, including school administrators, government officials, and community members. The enumerator will ensure accurate, high-quality data collection that supports the study’s objectives of understanding the flow of education financing and identifying gaps in public expenditure.

*Key Responsibilities*
*Data Collection and Transcription:*

– Conduct Education Public Expenditure Tracking Surveys (EPETs) in selected schools and government offices.
– Conduct Key Informant Interviews (KIIs) with education stakeholders, including school principals, bursars, state and local education officials, and School-Based Management committees (SBMCs).
– Administer structured and semi-structured questionnaires to gather quantitative and qualitative data.

*Data Validation and Accuracy:*
– Ensure collected data is complete, accurate, and consistent with study protocols.
– Validate responses by cross-checking information with documentation (such as., budgets, receipts, records, etc).

*Stakeholder Engagement:*
– Build rapport with school staff, government officials, and SBMC members to encourage participation in the study.
– Maintain professionalism and ethical conduct throughout the data collection process.

*Documentation and Reporting:*
– Record responses using digital tools (e.g., tablets) or paper-based formats, as specified.
– Submit completed surveys and reports to the Field Supervisor daily or as scheduled.
– Report challenges encountered in the field and suggest solutions.

*Training Participation:*
– Attend training sessions on data collection methodologies, ethics, and the study’s objectives.
– Familiarize yourself with survey tools and software.

*Compliance and Confidentiality:*

– Adhere to data collection guidelines and ethical standards.
– Ensure confidentiality and security of respondents’ information.

*Qualifications and Experience*

*Educational Background:*

-Minimum of a Diploma or Bachelor’s degree in Education, Social Sciences, Statistics, Economics, or related fields.

*Experience:*
– At least 1 year of experience in primary and secondary education field data collection, and experience in EPETs, or KIIs would be an added advantage.
– Familiarity with public education systems and financing mechanisms in Nigeria is an advantage.

*Skills and Competencies:*

*Data Collection Skills:*
-Proficiency in using data collection tools (e.g., Kobo Toolbox, ODK, SurveyCTO, or similar applications).
-Ability to conduct structured and semi-structured interviews.

*Communication:*
-Strong verbal and written communication skills, especially in English.
-Fluency in Hausa and additional local languages spoken in the study area is an advantage.

*Attention to Detail:*
-Ability to ensure data accuracy and completeness.
-Skilled in validating information from multiple sources.

*Problem-Solving:*
-Ability to address challenges encountered during data collection and propose solutions.
Interpersonal Skills:
-Ability to establish trust and build rapport with diverse stakeholders.
-Professional demeanor and respect for cultural and social norms.

*Technology Proficiency:*
-Competency in using smartphones, tablets, and other data collection devices.
-Basic computer skills, including proficiency in Microsoft Excel or Google Sheets.

*Other Requirements:*
-Willingness to travel to remote areas and work under challenging field conditions.
-Ability to work independently and as part of a team.
-Commitment to maintaining confidentiality and adhering to ethical guidelines in research.

*Preferred Attributes*
-Knowledge of Nigeria’s education financing system, especially at the primary and secondary levels.
-Prior experience in working on public expenditure tracking studies or similar financial studies.
