Position Overview
As data grows exponentially, governments are seeking to leverage data insights to accelerate economic growth, improve the efficiency and transparency of government, and tackle persistent socioeconomic development challenges. To help realize these opportunities, many countries are investing in data exchange systems to facilitate secure and transparent data exchange between government databases and services.
Through a collaboration with Estonia’s e-Governance Academy (eGA) and Cybernetica, the Government of Benin has implemented a data exchange framework—based on the Estonian X-Road model and using Unified eXchange Platform (UXP) software—that has enabled them to introduce over 550 digitized government services across 50 different government institutions. DIAL, in partnership with the Government of Benin, specifically the Agence des Systèmes d’Information et du Numérique (ASIN), will build upon this success in its next phase of digital transformation. With the support of the Gates Foundation, we aim to increase our collective understanding of national data sharing and to help ASIN measure progress towards positive outcomes for people.
DIAL is seeking a Manager, Benin Project Lead to serve as DIAL’s country focal point for project activities and engagement with ASIN and other country partners. This role will support the success of DIAL’s initiatives in Benin, working closely with government counterparts to drive learning, sharing and enabling adoption of best practices within the government of Benin. The Manager plays an important role in stakeholder engagement, coordinating project activities, providing key support with project management, Monitoring, Evaluation, and Learning (MEL) tasks, and sharing project learnings through written products.
