Purpose of Consultancy
- The purpose of the endline evaluation is to assess the project’s overall performance in achieving its intended outcomes, identify best practices and lessons learned, and provide recommendations for future programming.
Objectives of the Evaluation
- Assess the relevance, effectiveness, efficiency, sustainability, and impact of the project interventions.
- Measure progress against project targets and indicators, comparing endline findings to baseline values.
- Evaluate the extent to which the project improved access to and utilization of SRH/FP, EmONC, and fistula services among women and adolescent girls.
- Identify enabling and limiting factors affecting implementation and outcomes across the three states.
- Provide actionable recommendations to guide similar future interventions and national scale-up.

- To what extent were the project’s intended results achieved?
- How effective were the strategies employed to increase access to SRH/FP, EmONC, and OF care?
- Were project resources used efficiently and equitably?
- What impact did the project have on the lives of women and adolescent girls in the target communities?
- What lessons and best practices emerged from the project?
- Scope of Work – Description of Services, Activities, or Outputs
- Under the supervision of the lead consultant, the consultant will be responsible for the following duties:
- Support in the production of an endline inception report clearly outlining the methodology for primary data collection and the study implementation plan.
- Support in the development, pre-testing, and finalization of tools for primary data collection.
- Prepare the report of the fieldwork and other related information.
- Support in the recruitment of forty-eight (48) data collectors to assist with fieldwork.
- Support in organizing and facilitating the training of the forty-eight (48) data collectors on data collection tools and evaluation procedures.
- Supervise and monitor data collection by data collectors to ensure adherence to methodology and quality standards.
- Provide on-site technical guidance to data collectors to address challenges encountered during data collection.
- Ensure that ethical standards and protocols, including informed consent and confidentiality, are maintained throughout data collection.
- Coordinate with relevant stakeholders to ensure smooth implementation of the evaluation process.
- Maintain and update a fieldwork schedule to ensure timely completion of assigned tasks.
- Conduct data cleaning and validation prior to analysis.
- Analyze the data collected to identify key trends, patterns, and findings relevant to the evaluation objectives.
- Support in drafting sections of the final national endline evaluation report, ensuring accuracy, clarity, and alignment with evaluation findings.
- Assist in compiling, editing, and formatting the full evaluation report, incorporating feedback from stakeholders.
- Support the presentation of findings through meetings, workshops, or dissemination events.
- Ensure proper documentation, storage, and handover of all data, tools, and related materials at the end of the assignment.
- Carry out any other duties as required to support the successful completion of the evaluation.
Education:
- Possess a Masters or higher qualification in public health, reproductive health, or related discipline
Knowledge and Experience:
- At least 3 years of relevant post-graduate professional experience related to research, monitoring & evaluation, programme/project evaluation in the public sector linked to reproductive health and rights issues.
- Experience in developing and managing Focus Group Discussions, Interviews, and Surveys.
- In-depth knowledge of humanitarian issues and challenges, as well as Nigeria government policies, substantive knowledge of health development programmatic areas of UNFPA work in the country as well as experience conducting evaluation of public health and education projects.
- Substantive knowledge of RMNCAH, SRH/FP, Maternal Health, Education and Gender programming and service provision.
- Capable of establishing and recruiting a network of local researchers who will assist in conducting the evaluation.
- Proven team leading and managerial experience.
- Excellent reporting and presentation skills.
- Willingness to travel extensively and work under pressure & meeting deadlines
- Ability to work in a multicultural and inter-sectoral environment.
- Ability to work collaboratively as a team with the other staff members.
- Previous experience in working with women and young people is an asset.
- Experienced working in Northern and Southern Nigeria respectively
