Overview

  • We are seeking for 4 Lead Consultants (one per state: Benue, Plateau, Kaduna, Katsina) to Conduct Participatory Rural Appraisal (PRA) for the PARSULP Project.

Background

  • The recurrent conflict between farmers and herders in Benue, Plateau, Kaduna, and Katsina States has resulted in protracted violence, displacement, poverty, and food insecurity. Root causes include economic, political, social, cultural, religious, and environmental grievances, unhealed trauma, proliferation of small arms, climate change impacts, and weak governance structures.
  • According to the Global Report on Internal Displacement (2023), 3,646,000 Nigerians are displaced, with violence between farmers and herders claiming more lives than the Boko Haram insurgency (International Crisis Group, 2021). The NBS Multidimensional Poverty Index (2022) shows poverty rates in Benue (75%), Plateau (62.4%), Kaduna (73.9%), and Katsina (72.7%) that is exacerbated by farmer-herder conflicts, desertification, and identity-based violence.
  • To abate the protracted issues in the states, Global Peace Development (GPD), is implementing the project Promoting Agropastoralism Reconciliation, and Resilience for Sustainable Livelihood and Peace in Benue, Plateau, Kaduna, and Katsina, States (PARSULP) with funding support from SPRiNG aimed at fostering reconciliation, resilience, and sustainable livelihoods through agropastoral and agroforestry initiatives, climate-smart agriculture, and sustained dialogue platforms.
  • The Participatory Rural Appraisal (PRA) will serve as a foundational activity to engage communities, map conflicts, identify resource-use patterns, and co-create Community Peace and Resilience Plans across the 4 states.

Purpose of the Assignment
GPD seeks to engage four qualified Lead Consultants (one per state: Benue, Plateau, Kaduna, Katsina) to conduct Participatory Rural Appraisal (PRA) that will:

  • Map community to determine the level of conflict drivers and dynamics.
  • Identify stakeholders, peace actors, and existing local mechanisms.
  • Facilitate inclusive consultations with farmers, herders, traditional leaders, women, men, youth, and security actors.
  • Generate baseline data on agropastoral and agroforestry practices, resilience mechanisms, and livelihood opportunities.
  • Produce actionable Community Peace and Resilience Plans aligned with PARSULP’s objectives based on each community PRA reports.

Specific Assignment of the Consultant
Each Lead Consultant will:

  • Conduct desk review of reports, policies, and data relevant to farmer-herder conflict and livelihoods in their assigned states.
  • Facilitate consultation visits with stakeholders including farmers, herders, community leaders, CSOs, and security agencies
  • Use Participatory Rural Appraisal (PRA) tools (resource mapping, seasonal calendars, focus group discussions, social mapping, preference ranking, transect-walk, community profiling, triangulation, and conflict analysis).
  • Identify early warning signs, existing coping mechanisms, and entry points for dialogue and reconciliation.
  • Develop LGA level PRA report, including findings, analysis, and recommendations
  • Develop Community Peace and Resilience Plan (CPRP) for each target ward and or community

Expected Deliverables
Each Consultant will deliver:

  • Inception Report
  • PRA Data and Documentation
  • Comprehensive PRA report including analysis and recommendations (max 50 pages) per LGA
  • Comprehensive Community Peace and Resilience Plans per LGA

Qualifications and Experience

  • Master’s Degree in Peace Studies, Conflict Resolution, Social Sciences, Agriculture, or related fields.
  • Minimum of 5 – 10 years’ experience in conflict analysis, peacebuilding, or community-based programming.
  • Proven track record conducting PRAs or participatory assessments in conflict affected areas.
  • Familiarity with farmer-herder dynamics, agropastoralism, and climate-smart agriculture.
  • Strong facilitation, report writing, and communication skills.
  • Fluency in English and relevant local languages of the assigned state is an advantage.

Payment Terms

  • 50% payment upon submission and approval of the inception report.
  • 50% payment upon submission and acceptance of the final PRA report
  • Payments will be subject to withholding tax (WHT) in line with the Federal Government of Nigeria law.
