Overall Objective of the position:

  • Under the supervision of the Logistics Coordinator and in close collaboration with the Logistics & Supply, HR, and Security teams, the Field Operations Officer is responsible for providing operational and logistical support to ensure the effective implementation of project activities in field locations in Borno State.
  • The position will be based in one of the organization’s operational locations within Borno State (Monguno, Bama), with possible deployment to other areas of operation as required.
  • He/She ensures that field operations run smoothly, securely, and in full compliance with organizational procedures and donor standards. The Field Operations Officer is responsible for providing operational and logistical support to ensure the effective implementation of project activities in remote locations. Working closely with the project team, the officer ensures that field operations run smoothly, securely, and in full compliance with organizational procedures and standards.

Responsibilities & Tasks

Key Responsibilities include (but are not limited to):

1. Logistics & Procurement

  • Coordinates procurement activities for field operations in Borno, ensuring compliance with internal procedures and donor requirements.
  • Plans and monitors transport, fleet management, and movement of goods and personnel.
  • Oversees the use and maintenance of vehicles, including logbook monitoring, servicing, and liaison with suppliers.
  • Ensures maintenance, security, and optimal use of equipment, facilities, and premises.
  • Supervises inventory management, stock tracking, and timely distribution of project equipment, supplies, and materials.
  • Ensures adherence to the project procurement plan in collaboration with Project Manager and with the support of the logistics.
  • Liaises with the logistics to validate suppliers and service providers, ensuring quality and compliance with standards.
  • Ensures proper functionality and maintenance of IT and telecom assets, including allocation and correct use of satellite/security phones.
  • Supervises guards and ensures proper management of duty rosters and daily operations.
  • Supports logistical organization of project activities (trainings, distributions, awareness sessions), including the collection of supporting documents (attendance sheets, donation certificates, etc.).
  • Provides regular reporting on logistics and procurement activities, costs, and performance indicators.

2. Administrative & HR Compliance

  • Collects, verifies, and files administrative documents (attendance sheets, leave records, etc.).
  • Supports the application of HR procedures and policies at field level, in line with organizational standards.
  • Promotes compliance with safeguarding principles, the Code of Conduct, and “Do No Harm” standards in all operations.
  • Ensures proper documentation and archiving of project and administrative records according to internal standards.
  • Facilitates the recruitment process of staff in that work location, if necessary.
  • Supports the recruitment process of volunteers at field level and assist the program team in identifying suitable individuals who can also serve as daily workers when the need arises.
  • Conducts regular meetings with staff and liaise with Coordination to solve HR related issue, if any.

3. Finance, Compliance & reporting:

  • Supports the preparation, verification, and processing of financial transactions at the field level in compliance with Tdh policies and donor requirements.
  • Collects, review, and submits supporting financial documents (invoices, receipts, vouchers) for timely reporting.
  • Liaises with the Finance team to ensure timely retirement of advances issued to field staff.
  • Maintains accurate filing systems (both electronic and hard copy) for all financial and operational documents at the field office.
  • Ensures all supporting documents for expenditures, procurement, and field activities are properly completed, signed, and archived.
  • Assists in preparing monthly financial reports and submitting documentation to the coordination/finance office.
  • Supports donor audits and internal controls by providing complete and accurate documentation when requested.
  • Tracks and updates documentation related to field contracts, service providers, and suppliers.
  • Provides regular updates on field financial status, pending advances, and outstanding documentation.
  • Ensures compliance with Tdh financial policies, donor regulations, and audit standards at the field level.
  • Collaborates closely with Finance Team, Logistics, and Program teams to ensure smooth documentation flow and accountability.

4. Field Supervision & Security

  • Serves as the main operational focal point in assigned field location, liaising daily with the program team to anticipate and support operational needs.
  • Oversees facilities management, including office, guesthouse, and equipment maintenance.
  • Tracks and records team movements to ensure adherence to movement protocols.
  • Supports security management at field level by promoting staff awareness of procedures and compliance with safety protocols, while major security responsibilities remain with the Field Coordinator.
  • Contributes to contingency planning and ensures basic preparedness measures are in place (e.g. communication tools, first aid kits, safe room readiness).
  • Shares relevant operational and security-related information with the Project Manager, Field Coordinator, and Security team, reporting any incidents promptly.

Others

  • Undertake all other duties that may be determined by the Supervisor.
  • Fully comply with Tdh Code of Conduct and ensure Child Safeguarding Policy, PSEA are always upheld.
  • Ensure adherence to Tdh standards and quality requirements in all the project activities.
  • Adhere to and ensure the team under her/his responsibility follows Tdh administrative and logistical regulations and procedures.

Security

  • Comply with Tdh Security Regulations

Job requirements:

Experience/competencies:

  • Minimum 2–3 years of experience in humanitarian logistics, procurement, or field support roles.
  • Proven experience supporting field-based teams in remote or hard-to-reach areas.
  • Familiarity with administrative and HR compliance in NGO settings.
  • Understanding of humanitarian principles, including safeguarding and accountability.
  • Previous exposure to basic security risk management at the field level is an asset.

Skills:

  • Strong organizational and coordination skills.
  • Ability to work independently and take initiative under pressure.
  • Good interpersonal communication and team collaboration skills.
  • Build and maintain trustful relationships with counterparts.
  • Understand and comply with Tdh’s operational framework.
  • Capacity to strictly follow procedures while maintaining flexibility in the field context.
  • Shows integrity and ethical values during activities.
  • Applies the security guidelines.
  • Reports any incident, suspicion or violation of such policies
  • Proficiency in basic IT tools (Excel, Word, communication apps, etc.).
  •  

Language:

  • Fluent in English
  • Conversational in Kanuri
  • Knowledge of other languages is an asset (e.g. Kanuri, Hausa, Shuwa Arabic)

Additional Requirements:

  • Capacity to work within the framework of Tdh Nigeria’s core values.
  • Previous experience in a similar role in the Northeast is considered an asset.
  • Understanding the local language(s) is an added advantage.
  • Indigenes of Borno State are highly encouraged to apply.
