Integrated Green Labour Market and climate smart Agriculture Assessment for Resilient Livelihoods in Sokoto State Nigeria At Danish Refugee Council

DRC needs to conduct an integrated Green Labour Market Assessment (GLMA) and Climate-Smart Agriculture (CSA) assessment in Sokoto State. The assessments will identify new, market-driven green job opportunities and pathways to “green” existing livelihoods in both agricultural and non-agricultural sectors, ensuring the inclusion of women, youth, and populationsaffected by displacement. They will also provide guidance on aligning DRC’s interventions with national and state policy frameworks to accelerate CSA adoption and strengthen green market systems, leaving no vulnerable household behind in Nigeria’s green transition.

In Sokoto, where agriculture remains the backbone of the economy, this includes supporting farmers, pastoralists, and small-scale entrepreneurs to adopt climate-smart practices that deliver the “triple win” of higher productivity, stronger adaptation to climate shocks, and reduced emissions. The consultant will generate a roadmap for advancing food security, resilience, and inclusive participation, while defining tailored green livelihood interventions grounded in robust evidence on environmental dynamics, market trends, barriers, competition, risks, and opportunities.

Specifically, the Green LMA will provide a comprehensive understanding of labor market dynamics, viable green sectors, and skills requirements, while the CSA component will assess agro-ecological conditions, prevailing farming constraints, and climate risks (flooding, drought, heatwaves, soil degradation, pests) to recommend context-appropriate practices—such as drought-tolerant crops, agroforestry, composting, small-plot cultivation, digital agriculture tools, and resource-efficient systems—that advance productivity, resilience, low-carbon outcomes, and inclusive market opportunities. DRC aims to prioritize interventions that are both market- viable and climate-resilient.

DRC is seeking an experienced consultancy firm to carry out this assignment. The firm is expected to conduct fieldwork in Sokoto State, with travel primarily in Sokoto South and Sokoto North LGAs.
