Job Description

  • HJF is seeking an HJFMRI Executive Director-Nigeria to oversee successful implementation of administration and programmatic activities of HJFMRI Ltd. Gte in support of the U.S. Army Medical Research Directorate-Africa/Nigeria (USAMRD-A/N). 
  • The incumbent will manage and guide day-to-day coordination, operations, and execution of a diverse portfolio, encompassing infectious disease research, laboratory functions, and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) activities. 

Responsibilities
Administrative and Operational Oversight:  (60%):

  • Responsible for the overall operations and administration of the HJFMRI Ltd Gte portfolio to include the Health Innovation Center (HIC) and key functions supported by HJFMRI at the U.S. Embassy and the Defense Reference Laboratory. 
  • Provide critical oversight and coordination of day-to-day operations, administration, and implementation of HJFMRI Ltd Gte activities to optimize program delivery and operational efficiency.  This will require expert coordination and communication with the multidisciplinary teams in Nigeria such as administration, finance, operations and technical programs to include laboratory, clinical research, and implementation of HIV prevention, care and treatment interventions.
  • Liaise and facilitate coordination with the home and regional office functional areas to include: finance, travel, procurement, acquisitions and assistance, travel, human resources, fixed assets, general counsel, and IT. 
  • Ensure compliance of U.S. Government, Nigerian, HJF, and HJFMRI Ltd Gte regulations and polices and regulations. 
  • Guide team members to review and revise existing desk procedures and processes and initiate the development and implementation of new ones in collaboration with home office.
  • Provide oversight and direction of the Health Innovation Centre (HIC) operations for routine servicing and maintenance as well as safety and security.
  • Responsible and accountable for the review and approval of ORACLE workflow, financial documents, procurement, audits, HR functions, and other documents for operations. 

Management and Coordination (20%):

  • Facilitate transparent communication and coordination across all HJFMRI LTD GTE portfolios and team members to champion teamwork, efficiencies, and synergies in Nigeria.
  • Proactively collaborate with senior team members to identify challenges/bottlenecks and drive and implement solutions related to administrative and operational matters impacting program implementation.
  • Apprise and collaborate with technical supervisors of leadership team members to maximize coordination and communication.
  • Work closely with HJF home and regional functional departments in assessing current and future administrative and operational capacity building and training. 

Strategic Leadership and Representation (20%):

  • Act as the primary liaison and work closely with WRP-N leadership and key stakeholders to coordinate programmatic activities and operations that might include but are not limited to Department of Defense, Department of State (inclusive of U.S. Embassy), U.S. President’s Emergency Plan for AIDS relief (PEPFAR), Centers for Disease Control and Prevention (CDC), and other U.S. Government agencies as needed. 
  • Represents HJF/HJFMRI Ltd. Gte in meetings with national and local Government of Nigerian entities, indigenous organizations, private and education institutions, and other stakeholders.
  • Coordinate and communicate with program leadership on behalf of the WRP-N Country Director and Deputy Director as it relates to administration and operations of programs.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Supervisory Responsibilities:

  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Education and Experience

  • Bachelor’s Degree;  Master’s degree preferred.
  • Minimum of 10+ years experience of demonstrated leadership experience in managing complex, multi-stakeholder international programs.

Required Knowledge, Skills and Abilities:

  • Must be a Nigerian citizen or legally authorized to work in Nigeria without sponsorship.
  • Demonstrated experience in administrative and management oversight, executing large, multifaceted portfolio operations.
  • Acquired knowledge and competence in executing procurement and acquisitions, budgets and finance, and administrative procedures and best practices.
  • Experience in U.S. Government procurement and acquisitions regulations and policies of Federal Acquisition Regulations (FAR), Office of Management and Budget (OMB), etc.
  • Ability to lead and coordinate a diverse interdisciplinary team to execute task effectively as a team. 
  • Demonstrated abilities in leadership and management of complex issues in a multi-stakeholder, multicultural organization.
  • Strong ability to communicate effectively and transparently, including excellent verbal, written and interpersonal skills.
  • Ability to independently execute administrative and operational tasks and challenges to promote U.S. best practices within the Nigerian context.
  • Knowledge of medical research and development as well as PEPFAR interventions, is preferred.
