CASFOD is dedicated to providing support and empowerment to vulnerable populations and ensuring that they receive the assistance they need to rebuild their lives.

Our interventions are guided by the Humanitarian Development Peace (HDP) nexus where we seek to address urgent humanitarian needs and promoting sustainable development and peace.

We are recruiting to fill the position below:

Job Title: Project Manager

Location: Jimeta, Adamawa
Job Type: Full-time

Background 

  • Unique Care and Support Foundation (CASFOD) is co-implementing independent monitoring of the SEPIN-SUSI programme (social register expansion, shock responsive cash transfer, and graduation approach) in Adamawa State with support from GIZ. The initiative seeks to enhance transparency, accountability, and evidence-based decision-making in the implementation of social protection interventions, including social register expansion, graduation approach, and shock-responsive cash transfers.
  • To ensure effective coordination, leadership, and delivery of results, CASFOD is looking for a Project Manager to oversee the project implementation.

Role Purpose 

  • The Project Manager will provide strategic leadership, technical oversight, and operational management of the independent monitoring initiative. The role will ensure alignment with GIZ donor requirements, supervise the project team, manage risks, and guarantee the delivery of high-quality monitoring outputs that contribute to improved social protection programming in Adamawa State.

Key Responsibilities 
Project Leadership and Coordinator:

  • Provide overall leadership and direction for project implementation in line with the approved logical framework.
  • Serve as the primary liaison between CASFOD, GIZ, government agencies, and other stakeholders.
  • Oversee the development and operationalisation of the Independent Monitoring Framework and inception plan.
  • Ensure project activities are implemented according to donor standards, CASFOD policies, and ethical guidelines.

Technical Oversight:

  • Supervise the design and validation of monitoring tools (surveys, FGDs, KIIs, PDM instruments).
  • Ensure proper data collection, analysis, and reporting.
  • Oversee data quality assurance, triangulation, and evidence generation.
  • Guide the production of technical reports, quarterly monitoring reports, and the final project report.

Team Management:

  • Directly supervise the Monitoring & Evaluation Officer, Field Coordinator, Data Analyst, and other project staff.
  • Provide mentorship, coaching, and capacity development for project staff and local CSO partners.
  • Ensure gender-sensitive and inclusive practices across the team.

Stakeholder Engagement:

  • Build and maintain strong relationships with government agencies, local authorities, CSOs, and community leaders in Adamawa State.
  • Facilitate stakeholder consultations, roundtable discussions, and debriefing sessions.
  • Ensure effective communication of findings to stakeholders in accessible formats (policy briefs, infographics, photo documentation).

Monitoring, Evaluation, Accountability and Learning:

  • Document lessons learned and best practices for institutional learning and advocacy.
  • Support knowledge management and contribute to CASFOD’s organisational learning.

Project Deliverables:

  • An approved inception report and monitoring framework.
  • Monthly activity reports.
  • Quarterly consolidated monitoring reports.
  • Post-distribution monitoring (PDM) and graduation approach monitoring reports.
  • Final project narrative report.
  • Documentation of stakeholder meetings, roundtables, and CSO capacity-building sessions.

Required Qualifications and Experience
Education:

  • Master’s Degree in Social Sciences, Development Studies, Public Policy, Project Management, or related field (added advantage).
  • Additional certification in Monitoring & Evaluation or Project Management (desirable).

Experience:

  • Minimum of 4 years of progressive experience in project management within the development/humanitarian sector.
  • At least 3 years’ experience managing third-party monitoring, M&E, or accountability projects.
  • Proven experience working with international donors.
  • Strong technical background in monitoring methodologies (qualitative & quantitative).
  • Familiarity with social protection systems, cash transfer programmes, and graduation/livelihoods approaches.

Skills & Competencies:

  • Strong people management skills.
  • Excellent communication, negotiation, and stakeholder engagement abilities.
  • Strong analytical and report-writing skills, with experience producing donor-standard reports.
  • Proficiency in data analysis software (SPSS, STATA, or qualitative analysis tools) and digital data collection platforms (ODK, KoboToolbox, CommCare).
  • Fluency in English required; knowledge of Hausa and local languages in Adamawa is an asset.

Duration & Level of Effort:

  • The role will be for an initial period of 6 months, with the possibility of extension based on performance.
  • This is a full-time position based in Yola with frequent field travel across Adamawa State.

Reporting Line:

  • The Project Manager will report directly to the Head of Programs and Grants, CASFOD, and work closely with GIZ programme staff and relevant state authorities.
