SCOPE OF WORK FOR SHORT-TERM ENGAGEMENT OF DATA COLLECTORS FOR THE 2025 SEASONAL
MALARIA CHEMOPREVENTION (SMC) END-OF-ROUND PROGRAMMATIC ASSESSMENT (EORPA)
This Scope of work (SOW) provides the description and work to be done by data collectors for the 2025
Seasonal Malaria Chemoprevention (SMC) End-of-Round Programmatic Assessment (EoRPA) – Adamawa,
Jigawa, Katsina & Yobe States.
Project Background
Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and
development work in over 100 countries. CRS assists people based on need, regardless of creed, ethnicity,
or nationality, and works primarily through local partners. Since re-establishing its presence in Nigeria in
2000, CRS has focused on health, vulnerable children, agriculture, extractives and governance, and
peacebuilding programming.
CRS has a long-standing partnership with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global
Fund). In Nigeria, CRS has served as a Co-Principal Recipient (PR) for the Global Fund Malaria grant since
January 2017. CRS works closely with the National Malaria Elimination Program (NMEP), state
governments, and other malaria partners to scale up life-saving malaria interventions.
Under the current Global Fund Grant Cycle 7 (2024–2026), CRS provides oversight to sub-recipients
(Society for Family Health, Management Sciences for Health, and Malaria Consortium) in 13 supported
states to improve access to quality malaria services.
Job Summary
Data Collectors will undergo a two-day training on SMC, the survey protocol, and use of electronic tools
before carrying out household-level data collection using standardized questionnaires across selected
LGAs. They will be responsible for ensuring accurate and timely data submission, participating in daily
review and debrief sessions with supervisors, and supporting community mobilization and engagement
in their assigned areas. In addition, they will submit final activity and monitoring reports and perform
other assessment-related tasks as assigned by supervisors.
Objective of the Assessment
The End-of-Round Programmatic Assessment (EoRPA) aims to:
• Assess Seasonal Malaria Chemoprevention (SMC) coverage and adherence of Community Drug
Distributors (CDDs) to treatment protocols immediately after the end of Cycle 4 mass drug
administration.
• Identify words scoring below 80% performance for corrective action in subsequent rounds.
• The data collectors will play a key role in administering household surveys, ensuring high-quality
data collection using electronic platforms.1. 2. 3. 4. 5. 6. 7. Specific Responsibilities
The Data Collectors will:
• Participate in a 2-day training on SMC, survey protocol, and use of electronic data collection tools.
• Collect household-level data using standardized questionnaires/checklists across selected LGAs.
• Ensure accurate, complete, and timely data submission each day.
• Participate in daily review/debrief sessions with supervisors.
• Support community mobilization and engagement in assigned locations.
• Submit final activity and monitoring reports as required.
• Perform any other duties assigned by the supervisor related to the assessment.
Deliverables:
• Attendance and active participation in 2-day training.
• Daily completion and submission of assigned electronic questionnaires.
• Active participation in daily review meetings.
• Submission of final activity report and completed monitoring forms for all health facilities visited.
Qualification and Experience
Minimum of B.Sc. or HND in health sciences, social sciences, statistics, or other related fields.
At least 3 years’ experience in data collection, monitoring, or public health research.
Demonstrated experience with electronic data collection tools (KoboCollect/SurveyCTO).
Strong analytical, interpersonal, and communication skills.
Ability to write concise reports.
Ability to speak the local language (e.g., Hausa) is an advantage.
Respect for local traditions and culture.
8. Must not currently be engaged as SMC personnel (in any role at national, state, LGA, or
community level).
Management arrangements and Follow-up
The Global Fund Malaria (GFM) project unit will provide overall supervision and management of the data
collectors who will also be supervised by the SMC EORPA consultant. Focal contact person on this shall
be the Senior Program Manager, GFM unit.
Duration: Short-term (8 to 10 days, covering training, fieldwork, and reporting).
Location: Assigned LGAs in Adamawa, Jigawa, Katsina, and Yobe States.
Methodology: The EoRPA will be conducted in 6 LGAs per state. Three (3) data collectors will be assigned
per LGA of which one of the data collectors will be engaged as a team leader/supervisor. Data will be
collected electronically (e.g., KoboCollect/SurveyCTO).
Mode of Reporting
Data Collectors will report to the State Consultant/Team Lead designated by CRS.
