Founded in 1973, Ipas is a global nongovernmental organization dedicated to ending preventable deaths and disabilities from unsafe abortion. Through local, national and global partnerships, Ipas works to ensure that women can obtain safe, respectful and comprehensive abortion care, including counseling and contraception to prevent future unintended pregnancies. At Ipas, we believe that: Every woman has a right to safe reproductive health choices, including safe abortion care. No woman should have to risk her life, her health, her fertility, her well-being or the well-being of her family because she lacks reproductive health care. Women everywhere must have the opportunity to determine their futures, care for their families and manage their fertility. Along with caring, committed health professionals and other colleagues worldwide, Ipas tackles this neglected public health problem head on in some of the world’s poorest countries. While many international donors and governments have focused attention and resources elsewhere, we struggle against the fundamental social injustice that results in the deaths of so many women in the prime of their lives.

Job Summary:

The Program Manager as a member of the Country Senior Leadership Team (SLT) will provide management support to the Country Director for strategic leadership management of the technical team. In collaboration with the Country Director, the Program Manager supports building the program profile in line with the Node and global Ipas strategy. The role of the Program Manager supports the teams to achieve program excellence and ensures the highest levels of accountability. S/He is responsible for all program implementation in the country including the management of all sub-awards. The Program Manager will assume personal accountability for decision-making, efficiently overseeing resources, and embodying the core values of Ipas. The Program Manager will hold the team and partners accountable to deliver on their responsibilities while giving them the freedom to deliver in the best way. S/He will provide necessary development support to improve performance and apply appropriate consequences when results are not achieved

Primary Tasks & Responsibilities: 

Objective 1

  • Contribute to the strategic leadership and provide leadership for Program Implementation
  • Support the development of an organizational culture that reflects our values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results that promote excellent performance.
  • Support the Country Director to build strong relationships with relevant stakeholders to support the country’s program implementation and scale-up

Key Success Metrics

  • A comprehensive program roadmap is developed and aligns with the organization’s long-term objectives or priorities
  • Program team cohesion reflects Ipas’s core values and Shared Leadership Principles
  • Ipas Nigeria’s accomplishments are recognized through internal and external webinars

Objective 2

  • Lead in fundraising initiatives for new proposal 
  • Manage resource allocation in partnership with the Finance team.
  • Monitor and review on an ongoing basis countries Annual Operating plan to ensure alignment with annual donors’ commitment and country program strategies to enhance cost-effectiveness and operational efficiency
  • Ensure all project budgets are fully utilised to achieve donors program objectives 

Key Success Metrics

  • Decreased project milestones missed.
  • Reduced project budget variance.
  • Increased accuracy rate in resource forecasting.
  • Identified risks and developed mitigating strategies on an on-going basis.
  • Projects kept within the agreed-upon scope
  • Quarterly financial review for all projects implemented.
  • Participation in Fundraising initiatives for new proposals.

Objective 3

  • Strengthen Stakeholder engagement and communication 

Key Success Metrics

  • Stakeholder analysis is conducted to identify relevant stakeholders and their influence on the program.
  • No. of networks of advocates established or participated to communicate and amplify the organization’s messages to policymakers.
  • No. of meetings conducted with key government officials to foster open lines of communication and build rapport.

Objective 4

  • Ensure programs plans comply with donor agreements and organisational policies
  • Lead development of annual work plans and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
  • Leads regular reviews to ensure program and strategic plan level results, with a focus on addressing challenges and problem solving
  • Analyse data gathered and propose alternative strategies for program implementation
  • Ensure lessons learned are fed into country and strategy planning to improve programming quality.
  • Ensure quality and timely submission of quarterly and annual or required Programme and Project Performance Reports as per desired standards and guidelines.
  • Ensure relevant communities are consulted at the appropriate time in a project and receive follow-up information on the decision-making process and outcome

Key Success Metrics

  • Policies, procedures, and/ or frameworks are established to guide program/ activity implementation
  • Effective project documentation repository is accessible to all relevant stakeholders.
  • Reporting template is developed on government mandated metrics to track program performance and address compliance issues proactively.
  • No. of innovative ideas sourced and implemented.
  • Projects have clear and accepted stakeholder (s) input before implementation.
  • Stakeholders are provided with a quarterly summary of project milestones and risks.
  • A feedback loop is established with stakeholders for continuous improvement.
  • Defined Key Performance Indicators (KPIs) that align with program objectives 
  • Results from project evaluation are analyzed, and improvements are agreed for adoption.
  • Published annual country program impact report
  • Annual work plans are developed and implemented.
  • Developed metrics to quantify annual unit cost of program implementation
  • Relevant stakeholders are onboarded with project/ work plans, and updates are monitored until completion.
  • Projects have quarterly evaluation meetings.
  • A monitoring and evaluation system is established and implemented for project implementation.

Minimum Requirements

  • Bachelor’s degree in a relevant field
  • Minimum 8 years of experience (at least four of which must be in relevant SRHR field)
  • Demonstrated experience in leading program planning and management
  • Demonstrated experience in leading diverse program teams across different thematic areas
  • Demonstrated experience in fundraising and proposal development with evidence of successes 
  • Demonstrated experience working in a non-profit organisation
  • Established relationships with government and non-government organisations, including public health organisations or SRHR focused organisation.
  • Working knowledge of budget oversight including use of PowerBI for analysis

Contract Duration: 1 Year with the possibility of extension
