Short-term Position for Training and Technology Administrators (TTAs) for Global Fund-supported ITN mass campaign in 6 states. (Kaduna, Kano, Katsina, Niger, Taraba, Yobe).

Project Background
Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and
development work in over 100 countries. CRS programs assist persons on the basis of need, regardless of
creed, ethnicity, or nationality. As CRS works through local church and non- church partners to implement
its programs, strengthening and building the capacity of partner organizations is fundamental to the work
of CRS. CRS re-established presence in Nigeria in 2000 and currently focuses on health, vulnerable children,
agriculture, extractives and governance, and peace building programming.
CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and
Malaria (Global Fund). In Nigeria, CRS has been a Co-Principal Recipient (PR) for the Global Fund Malaria
grant since January 2017. As a Co-PR, CRS partnered with the National Malaria Elimination Program
(NMEP), various state governments and malaria partners and stakeholders to coordinate and implement
the 2017 long lasting insecticidal nets (LLIN) mass campaigns in 6 states. CRS also supervised and
supported a range of malaria treatment and prevention services at the state level.
For the current Global Fund Grant Cycle 7 (2024-2026), CRS will continue to provide oversight to the 3 SRs
(Society for Family Health, Management Sciences for Health, and Malaria Consortium) and will work
closely with all stakeholders to scale up the implementation of life saving interventions and improve access
to quality malaria services in the 13 GF supported states.
Summary and Purpose of the Training and Technology Administrator (TTA):
The purpose of the TTA is to provide LGA-level technical assistance and oversight on the use of ICT4D for
the successful implementation of integrated SMC and ITN campaign. S/he will provide training, device
provisioning and distribution, and technical support in the mass campaign states.

Device Provision, Distribution and Inventory
1. 2. 3. 4. 5. Ensure distribution of ICT4D tools to identified cluster supervisors, Health Facility workers and
CMDs distributors as per selection criteria.
Manage the issuance and retrieval of ICT4D equipment and tools using approved distribution
mechanisms.
Update the equipment inventory database regularly for the assigned clusters.
Ensure the signing, submission, and validation of all relevant ICT4D equipment documents.
Ensure provisioning and delivery of Buffer ICT4D equipment in case of theft, loss or damage during
training.
Training
1. 2. 3. 4. 5. Conduct training sessions for Cluster supervisors, Health Facility Workers (HFWs) and Community
Mobilizers and Distributors (CMDs) on the use of the ICT4D strategy for the integrated SMC/ITN
campaigns.
Implement digital attendance tracking with biometric verification during training sessions.
Track and document personnel information using the designated tools, ensuring adherence to
protocols.
Train state staff and other relevant personnel on the utilization of ICT4D tools and communication
platforms to improve work efficiency.
Conduct refresher and on-the-job training for HFWs and CMDs throughout the intervention period
Required Qualifications
The TTA should possess the following combination of skills and expertise and resident in the state of
implementation being applied to.
Qualifications and eligibility:
1. BSc/HND in computer science, Information Technology, and specialized disciplines.
2. Previous experience in using digital data collection tools and mobile devices for health
interventions or related projects.
3. 4. Strong facilitation skills, with verifiable monitoring and supervision experience.
Excellent knowledge of computer software, including MS Office packages, M&E, and statistical
tools.
5. Must possess a mobile Android device and a functional laptop computer.

Management Arrangements and Follow-up
The Global Fund Malaria project unit will provide overall supervision and management of the consultancy.
The focal contact person on this consultancy shall be the ICT4D Specialist or the designee.
Key Working Relationships/Organizations
Internal: Logistics, Technical and Demand Creation work stream Advisors, Global Fund Malaria Program
Team, and Procurement Staff.
External: State Ministries of Health (SMOH), National Malaria Elimination Program (NMEP) within the
Federal Ministry of Health (FMoH), technical and financial Partners, partner health facilities, Local Fund
Agent (LFA), Global Fund Country Team, Chemonics, relevant Third-party logistics agents. Location of the
