Background Information

The Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme will support a more stable and peaceful Nigeria, the impact of which will be that citizens will benefit from reduced violence and increased resilience to climate change. It will achieve this by supporting Nigerian stakeholders in resolving conflict and improving security, justice, and natural resource management in target areas.
SPRiNG will support locally led enhancements to conflict prevention, violence reduction, security and justice and natural resource management; work to remove or lessen the impact of critical barriers to peace; and support partnerships for peace with like-minded international partners to multiply funding spent by the FCDO.
SPRiNG is a politically led programme and is grounded in research, evidence, and science, including political economy, conflict analysis, and environmental science to ensure that the Programme is addressing the root causes of violence. SPRiNG is problem driven, evidence based, iterative, adaptive in approach, reflective, responsive, and scalable.
SPRiNG will seek to address a complex set of interwoven political, conflict, and ecological conflict drivers impacting security across North-West and North-Central Nigeria.
About the Position

The SPRiNG programmeis seeking two skilled and experienced Grants Officers to be based in its regional hubs in Jos and Katsina (one in each).
The Regional Grants Officer will be responsible for supporting the implementation of the SPRiNG programme by supporting downstream partner relationship management and fund disbursement at the regional, state, and local levels.
The Grants Officer will monitor and verify project financial reporting, ensure accurate financial reconciliations, and provide capacity-building support as identified with the Regional Manager and required by projects.
Main Duties
Partner Engagement and Relationship Management:

Act as a regional project financial monitor for the Nigeria SPRiNG Programme. The officer will be a project monitor who visits projects to assess the completion of work.
The officer will monitor and verify project spend and technical progress, ensuring accurate, timely, and quality reporting.
Support capacity-building processes for SPRiNG programme partners, including coordinating regular assessments and ensuring engagement in training and assessment as required. This will include delivering or supporting training on financial reporting.
Support with project budget accounting and reconciliations.
In collaboration with the Safeguarding Focal Points, ensure partners comply with safeguarding standards
In liaison with the Programme Management Unit, play a leading role in partner contract development and follow-on processes
Support the Finance & Grants Manager in conducting Partner Internal Audits & spot checks.
Assist in tracking risks associated with individual partners.
Support the Finance & Grants Manager, Finance & Grants Officer and PMU in conducting Partner Due Diligence and Onboarding
Any other finance-related duties delegated by the Finance and Grants Manager, including supporting with assigned finance-related tasks.

Grants and Financial Management:

Support the Finance & Grants Manager in approving and following partner financial and technical reports, partner acquittals, and partner payments.
Support reviewing, updating, and re-aligning partners’ budgets in line with any requests for amendment made by partners and ensuring they correspond with milestone payment schedules and agreed-upon work plans.
In collaboration with the technical team, ensure that financial reports reconcile with the delivery narrative, work delivered and activity reports.
Qualification

Candidates should possess relevant Degree, preferably in a finance-related field.
Aptitude and skills:

Any other professional course in finance, grants or programs will be an added advantage.
A re-occurring proven track record demonstrated in the grantee and relationship management experience.
Excellent understanding of programme cycle management.
A strong background in financial management systems and an understanding of accounting software, including QuickBooks and Excel, would be an advantage.
A demonstrated interest in the work covered on the SPRiNG Programme.
Experience in building the capacity of local organisations and sub-grantees in grant compliance, financial reporting, and accountability.
Availability to live and work in Jos/Katsina and to periodically travel to project locations and Abuja as required.

About the Position

The SPRiNG Programme seeks two highly skilled, well-networked and experienced Regional Managers to coordinate programme activities in North-Central and North-West Nigeria.
As focal point for the programme in the region, this role will be responsible for stakeholder engagement and influencing in key states and communities.
You will primarily be responsible for facilitating access and managing relationships with governmental, community, security, and civil society stakeholders at regional, state and local levels.
Based in Jos/Katsina, you will ensure timely reporting of contextual and situational analysis and recommendations to ensure the programme is responsive and adaptive. You will interface with relevant actors and institutions to enhance the programme’s relevance, impact and visibility.
This position will provide oversight of effective project delivery and the reporting of regional project results and learning.
As Head of Office, the Regional Manager will supervise other staff members, ensuring the effective management of risk alongside programme impact in the region.
Main Duties
Strategy and Leadership:

Oversee operationalisation of the programme’s Stakeholder Engagement and Influencing Strategy at the regional, state and local levels. Ensure the programme is engaging with the right actors and institutions. Ensure SPRiNG builds trust and earns the trust of policy levers and key gatekeepers responsible for promoting policy and practice change to further stability, resilience and peace.
Represent SPRiNG at the regional, state and local levels, by engaging with key government ministries, security agencies and civil society organisations. Responsible for convening stakeholder consultations, representing the programme in relevant forums, and building coalitions with relevant stakeholders on issues that the programme is seeking to address.
Responsible for the oversight and monitoring of portfolio interventions in the NW/NC region, tracking local context, sharing Political Economy Analysis, and identifying emerging opportunities and challenges.
Support operationalisation of the Programme’s Conflict Sensitivity Approach, ensuring the programme fully understands the context and applies local knowledge sensitively in delivery and partners to minimise harm and maximise opportunities for conflict transformation.
Develop strategic relationships with programme partners and key stakeholders. The RM will be responsible for monitoring and tracking engagement, ensuring clarity and consistency of communications.
Coordinate closely with the Coalition and Advocacy Lead, Research and Evidence Lead, Programme Manager, and Team Leader through formal and informal meetings.
Line manage and supervise the Regional Grants Officer and Regional MEL Officer, providing strategic and operational guidance through Tetra Tech’s internal systems, programme templates and tools and in one-to-one meetings.
Ensure timely escalation of issues as required to the Team Leader.
Coordination and Programme Delivery:

Provide close oversight of delivery at the regional level, including reviewing work plans and stakeholder analysis and ensuring programme progress is tracked regularly.
Undertake and share ongoing Political Economy, stakeholder, and conflict analyses with the programme’s Core Team.
Oversee the implementation of SPRiNG projects at a regional level (NW or NC), supporting the effective management and coordination of daily operations within changing security and conflict contexts. This will also require in-person attendance and assistance with programme events.
Review progress and identify support areas needed at the project level, delivering capacity building directly or liaising with the Core Team to identify ways this can be provided.
Lead on regional level communications and information sharing, working with SPRING’s Communications Adviser, ensuring the flow of communications between national and state level.
Provide regional-level updates for the programme’s monthly, quarterly and annual reporting requirements
Ensure that SPRiNG’s programme policies are adhered to at the regional, state and local levels.
Maintain regional and state project risk registers, to be submitted monthly to the Operations and Security Manager.
Monitoring, Evaluation, Research and Learning:

Ensure research and evidence gathered by the programme are applied to improve the delivery of interventions at local, state and regional levels and share relevant lessons with the wider SPRING team.
Facilitate partner engagements to ensure timely and accurate data collection, continuously sharing information with the Programme MEL Team.
Strengthen the delivery of the programme’s learning approach at the regional, state and local levels, supporting the engagement of key stakeholders and partners in learning events and working with the MEL Officers to facilitate cross-portfolio learning events
Facilitate SPRiNG’s initiatives to ensure that its research findings, results and lessons are regularly shared with stakeholders and beneficiaries at the regional, state and local levels to enhance impact, replication and sustainability.
Qualifications

Candidates should possess a University Degree in Social Sciences, Humanities, or another relevant field.
Aptitude and skills:

Deep knowledge of the North-Central / North-West context, including farmer-herder conflict dynamics
A proven track record of re-occurring engagement experience in delivering governance and social development, peacebuilding, climate adaptation, and/or environmental protection programmes.
Proven access to and experience in managing contacts and relationships with key government officials, traditional and religious leaders, senior security officers and executives of civil society organisations.
Excellent communication skills, verbally and in writing.
